Дисертація присвячена побудові системи, математичних методів та програмних засобів підтримки прийняття рішень для розв’язання актуального науково-прикладного завдання підтримки прийняття рішень розвитку територіальних громад. Місцевий розвиток певної території формується під впливом багатьох критеріїв. Швидкий темп поширення процесу глобалізації світової економіки є одним з тих критеріїв, які суттєво впливають на формування нових закономірностей та напрямів місцевого розвитку. Аналізуючи процес збільшення впливу громад в економічному секторі певних територій можна помітити ознаки цього критерію. Українська держава також займає місце серед держав, населення яких вже зрозуміло та прийняло високий показник важливості громад в прямій участі в місцевому розвитку. Для головних представників громад процес децентралізації та зміни процесів самоврядування визначатимуть принципово інший рівень відповідальності за розвиток. Розгляд такої концепції розвитку місцевих громад сформує перетворення територіальних громад із об’єкта управління на суб’єкт управління. А також з’явиться можливість самостійно забезпечувати власну спроможність. Ідея формування територіальних громад в подальшому очікує від них прийняття відповідальності за свій розвиток та економічну матеріальну забезпеченість. Таке формування ідеї вимагає від органів територіальних громад чіткого розуміння структури та властивостей сучасного розвитку. Також очікується, що територіальні елементи влади будуть володіти всіма потрібними знаннями, навичками та досвідом, що забезпечить достатній рівень конкурентноспроможності громад. Abstract content. The dissertation is devoted to the construction of a system, mathematical methods and software tools for decision-making support to solve the actual scientific and applied task of decision-making support for the development of territorial communities. The local development of a certain territory is formed under the influence of many criteria. The rapid rate of spread of the process of globalization of the world economy is one of those criteria that significantly influence the formation of new trends and patterns of local development. Analyzing the process of increasing the influence of communities in the economic sector of certain territories, one can notice signs of this criterion. The Ukrainian state also occupies a place among the states whose population has already understood and accepted a high indicator of the importance of communities in direct participation in local development. For the main representatives of communities, the process of decentralization and changes in selfgovernment processes will determine a fundamentally different level of responsibility for development. Consideration of such a concept of development of local communities will shape the transformation of territorial communities from an object of management to a subject of management. And there will also be an opportunity to independently provide one's own capacity. The idea of forming territorial communities in the future expects them to accept responsibility for their development and economic material security. Such formation of an idea requires the bodies of territorial communities to have a clear understanding of the structure and properties of modern development.
