Наголошується, що в суспільстві віднедавна усе активніше замислюються над електронним урядуванням, ширше – над шляхами створення інноваційних інструментів, які б допомогли краще виконувати державні зобов'язання перед ним. Підкреслюється, що у цьому сенсі, Blockchain є найбільш багатообіцяючою та по-справжньому інноваційною технологією. Наголошується, що вказана технологія задала абсолютно нові правила гри на рівні публічного управління й публічного адміністрування. Відтак, мета статті полягає в тому, щоб оцінити можливість застосування інновації у публічному адмініструванні в контексті погляду на технологію Blockchain з позицій підходу до її використання в публічному управлінні та як фундаментально-інституційної інновації в публічному адмініструванні. Наукова розвідка підготовлена на стику інформаційного права та науки державного управління, її методологічна основа, передовсім, – діалектичний метод пізнання, який дозволяє розглядати суспільно-політичні та правові явища та процеси у розвитку та взаємозв’язку. Стверджується, що через Blockchain держава може здійснювати свої зобов’язання у вигляді надання адміністративних послуг громадянам без жодних посередників. Наголошується, що розподілена база даних, чим і є Blockchain, також дає можливість “децентралізувати” довіру від центрального уряду на ноди (учасників мережі), якими в цьому контексті є громадяни. Обґрунтовується теза, що Blockchain через низку своїх характеристик, зокрема рису незмінності та децентралізації, є доброю можливістю заохотити суспільство брати участь у підтримці та верифікації транзакцій в мережі блокчейну, тим самим створюючи децентралізацію цієї мережі, через яку будь-яке публічне адміністрування буде трансформуватися в прозорий та ефективний менеджмент з відкритими даними. Як висновок, наголошується, що це і є саме та модель влади – т. зв. хорошого менеджменту, до якого прагне будь-яка демократична країна, зокрема й Україна.The urgency of the researched problem is conditioned by the need to make public administration and public administration in the State more transparent, first of all, through the introduction of such a system of government in which citizens would have confidence. It is noted that society has recently been thinking more and more about e-government, more broadly about ways to create innovative tools that would help better meet government obligations to him. It is emphasized that in this sense, Blockchain is the most promising and truly innovative technology. It is noted that this technology has set completely new rules of the game at the level of public administration and public administration. Therefore, the aim of the article is to evaluate the possibility of applying innovation in public administration in the context of Blockchain technology from the standpoint of the approach to its use in public administration and as a fundamental institutional innovation in public administration. Scientific intelligence is prepared at the junction of information law and science of public administration, its methodological basis, above all, the dialectical method of cognition, which allows to consider socio-political and legal phenomena and processes in development and relationships. It is alleged that through Blockchain the state can carry out its obligations in the form of providing administrative services to citizens without any intermediaries. It is emphasized that the distributed database, which is Blockchain, also makes it possible to "decentralize" trust from the central government to nodes (network members), which in this context are citizens. It is argued that Blockchain, through a number of characteristics, including immutability and decentralization, is a good opportunity to encourage society to participate in the support and verification of transactions in the blockchain network, thus creating a decentralization of this network that transforms any public administration into a transparent one. and effective open data management.
