    Political responsibility can be defined as accountability of political actors for implementation of declared policy. After elections, the parties must respond for the possible outcomes of the policy they pursue and the programs they put into practice. Party responsibility depends upon many factors, including comprehension of significance of responsible parties both for a society and for parties themselves, the level of inner-party discipline, reasonable and representative party programs, and responsibility of the opposition. However, the most significant for new democracies are the system of governance and the party system. Party responsibility is based on the correlation of those two factors.
