Existing methods for prediction of accident vehicles and found that they are usually based on statistical results of road accidents in previous time periods (month, year, etc.). Based on real examples are given, it is not always due to existing mathematical models possible to reliably estimate the likelihood of an accident or predict their number because each accident is primarily a random phenomenon. The article is devoted to the issue of the negative impact of delays in the movement of special rescue vehicles on the effectiveness of their mission. The example of a fire-rescue vehicle shows the dependence of the area of fire on the delay of the arrival of firefighters. The cascading graph of variants of routes of movement of special vehicles to the place of an emergency call is given. The algorithm of choice of the optimal route of motion of special vehicles with given projected delays is given. The influence of network of streets parameters on movement duration and traffic safety of special vehicles was analysed. It was determined that the problem of mode of behavior of special vehicles in “traffic conditions – traffic flows” system for further investigations perspectives was examined not enough. The paper proved the feasibility of drones to study options for transport and pedestrian flows. Traffic analysis method was developed and patented.
