Роль міжнародних організацій у розвитку публічного управління: вплив, можливості та виклики для державного адміністрування (на прикладі Рогатинської міської ради)

Abstract

Ефективне публічне управління є ключовим чинником для сталого розвитку будь-якої держави та суспільства. В епоху глобалізації та інтеграційних процесів зростає роль міжнародного співробітництва у сфері вдосконалення державного управління. Міжнародні організації відіграють дедалі вагомішу роль як джерело нових ідей, кращих практик, експертних знань та ресурсів для модернізації системи публічного адміністрування. Метою бакалаврської роботи є комплексний аналіз ролі міжнародних організацій у розвитку публічного управлінні, на прикладі Рогатинської міської ради, визначення їхнього впливу, можливостей та викликів для вдосконалення державного адміністрування. Об'єктом роботи є Рогатинська міська рада, а предметом виступає роль міжнародних організацій у розвитку публічного управління. У першому розділі роботі досліджено теоретичні засади взаємодії міжнародних організацій з органами публічної влади, проаналізовано механізми надання міжнародної технічної допомоги у сфері публічного управління. В другому розділі, вивчено практичний досвід співробітництва Рогатинської міської ради з міжнародними організаціями, визначено ключові переваги, недоліки та виклики цього процесу. На основі проведеного аналізу, в третьому розділі, розроблено конкретні рекомендації щодо активізації залучення міжнародної технічної допомоги, впровадження партисипативних практик за участі міжнародних експертів для розвитку публічного управління на місцевому рівні. Результати роботи можуть бути використані органами місцевого самоврядування для вдосконалення механізмів співпраці з міжнародними організаціями.міжнародна технічна допомога, місцеве самоврядування, партисипативне управління, Рогатинська міська рада.

Effective public administration is a key factor for the sustainable development of any state and society. In the era of globalization and integration processes, the role of international cooperation in the field of improving public administration is growing. International organizations play an increasingly important role as a source of new ideas, best practices, expert knowledge and resources for the modernization of the public administration system. The aim of the bachelor thesis is a comprehensive analysis of the role of international organizations in the development of public administration, using the example of the Rohatyn City Council, determination of their influence, opportunities and challenges for the improvement of public administration. The object of the work is the Rohatyn City Council, and the subject is the role of international organizations in the development of public administration. In the first chapter of the work, the theoretical principles of interaction of international organizations with public authorities were investigated, the mechanisms of providing international technical assistance in the field of public administration were analyzed. In the second chapter, the practical experience of cooperation of the Rohatyn City Council with international organizations is studied, the key advantages, disadvantages and challenges of this process are determined. On the basis of the conducted analysis, in the third section, specific recommendations were developed regarding the activation of the involvement of international technical assistance, the implementation of participatory practices with the participation of international experts for the development of public administration at the local level. The results of the work can be used by local self-government bodies to improve cooperation mechanisms with international organizations.
