Роль Федеративної Республіки Німеччина в Європейській політиці сусідства Європейського Союзу «Східне партнерство» (2009–2024 рр.)

Abstract

У роботі був проведений збір, аналіз та обробка певної інформаційної бази присвяченої темі «Роль Федеративної Республіки Німеччина в Європейській політиці сусідства Європейського Союзу «Східне партнерство» (2009-2024рр.)». У першому розділі я відзначив основні поняття і засади, щодо Європейського Союзу та його конструкції, а також місце Федеративної Республіки Німеччина у ньому. У другому розділі більш детально було розглянуто саме аспект політики сусідства «Східне Партнерство» з фокусуванням уваги на німецьку роль у ньому. А також основоположні передумови у міждержавних стосунках у східноєвропейському направленні. У третьому розділі я присвятив більшу частину дослідження особливостям внутрішньої і зовнішньої методології політики ФРН на площині застосування у теоретичних концепціях та на практичних результатах. У результаті, у мене вийшло зібрати загальне уявлення про існуючі засади державного утворення у вигляді Німеччини, також, її принцип роботи, країни – як великого механізму, та яку методологію використовується задля досягнення тих чи інших цілей та, як імплементуються теоретичні бази для виконання заданої мети. А також поглянув на можливі сценарії розвитку Європейського Союзу, та саме Німеччини, які існують альтернативи, компроміси, виклики і перспективи. Виконання цієї роботи привели мене до певних висновків та підсумків: У рамках європейської політики сусідства «Східне Партнерство», Федеративна Республіка Німеччина стала ключовим актором, центром тяжіння та водночас, найвпливовішою державою європейського континенту та членом Європейського Союзу. Конкретизована та методична допомога партнерам по «Східному партнерству» у економічному секторі, реформаторські ініціативи з застосуванням наробіток власного, німецького досвіду, призводять до збільшення проєвропейських настроїв в країнах, що залучені до цієї програми. Також, неможливо не зазначити боротьбу між ФРН та РФ за сфери впливу у країнах «Східного Партнерства», оскільки всі вони були членами Радянського Союзу, і Росія вважає їх своїми зонами інтересу. У всіх країнах СП наразі відбуваються певні метаморфози, конфлікти та війни, це все так чи інше пов’язано з розподілом сфер впливу між західною цивілізацією, титульним представником в Європі якої є саме ФРН, та РФ і її вектору разом з КНР, Іраном, Північною Кореєю.In this work, the collection, analysis and processing of a certain information base dedicated to the topic of the bachelor's accreditation work, which reads as follows: “The role of the Federal Republic of Germany in the European neighborhood policy of the European Union “Eastern Partnership” (2009–2024)” was carried out. In the first chapter, I noted the main concepts and principles regarding the European Union and its structure, as well as the place of the Federal Republic of Germany in it. In the second chapter, the aspect of the Eastern Partnership neighborhood policy was examined in more detail, with a focus on the German role in it. And also the fundamental prerequisites in interstate relations in the Eastern European direction. In the third chapter, I devoted most of the research to the peculiarities of the internal and external methodology of the Federal Republic of Germany's policy on the plane of application in theoretical concepts and practical results. As a result, I was able to gather a general idea of the existing principles of state formation in the form of Germany, as well as its principle of operation, the country as a large mechanism, and what methodology is used to achieve certain goals and how theoretical bases are implemented to fulfill a given goal. And also looked at the possible scenarios of the development of the European Union, namely Germany, which alternatives, compromises, challenges and prospects exist. Carrying out this work led me to certain conclusions: Within the European neighborhood policy "Eastern Partnership", the Federal Republic of Germany has become a key actor, the center of gravity and, at the same time, the most influential state of the European continent and a member of the European Union. Concrete and methodical assistance to the Eastern Partnership partners in the economic sector, reform initiatives using the gains of their own, German experience, lead to an increase in pro-European attitudes in the countries involved in this program. Also, it is impossible not to mention the struggle between the Federal Republic of Germany and the Russian Federation for spheres of influence in the countries of the Eastern Partnership, since all of them were members of the Soviet Union, and Russia considers them to be its zones of interest. Certain metamorphoses, conflicts and wars are currently taking place in all the countries of the Commonwealth of Independent States, all of which in one way or another are connected with the distribution of spheres of influence between Western civilization, whose titular representative in Europe is Germany itself, and the Russian Federation and its vector together with the PRC, Iran, the North Korea
