Abstract

Інформаційна та комунікаційна політика є важливим аспектом сучасного управління, особливо в контексті взаємодії між владою та суспільством. Роль інформаційної політики у формуванні довіри до органів влади, підтримці демократичних процесів та забезпеченні взаєморозуміння між владою та громадянами є надзвичайно важливою. Розглядаються основні принципи та методи реалізації інформаційної та комунікаційної політики на різних рівнях управління. Висвітлюються також виклики та можливості, пов'язані з використанням цих політик у сучасному цифровому світі В першому розділі роботи досліджується теоретико-методичні засади інформаційно-комунікаційної діяльності органів державної влади. Також розкриває сутність понять "комунікація" та "інформаційно-комунікаційні технології", роль останніх у державному управлінні та нормативно-правові аспекти інформаційно-комунікаційної діяльності в Україні. В другому розділі представлено приклади ефективного електронного урядування зі світового досвіду та тенденції цифрової трансформації у публічному управлінні. Розділ 3 фокусується на конкретному випадку - інформаційно-комунікаційній політиці Департаменту економічної політики Львівської обласної військової адміністрації, визначаючи завдання, канали комунікації та перспективи розвитку. Результати досліджень підкреслюють значення ефективної комунікації як інструменту побудови довіри до органів влади та розвитку взаємодії між владою та громадянами.

Information and communication policy is a vital aspect of modern governance, particularly in the context of interaction between government and society. The role of information policy in fostering trust in government institutions, supporting democratic processes, and ensuring mutual understanding between government and citizens is paramount. The main principles and methods of implementing information and communication policy at various levels of governance are examined. Additionally, the challenges and opportunities associated with using these policies in the modern digital world are highlighted. The first chapter of the thesis explores the theoretical and methodological foundations of information and communication activities of government bodies. It also elucidates the essence of "communication" and "information and communication technologies," their role in public administration, and the normative and legal aspects of information and communication activities in Ukraine. The second chapter presents examples of effective e-governance from global experience and discusses trends in digital transformation in public administration. Chapter 3 focuses on a specific case – the information and communication policy of the Department of Economic Policy of the Lviv Regional Military Administration, identifying tasks, communication channels, and development prospects. The research findings underscore the importance of effective communication as a tool for building trust in government institutions and fostering interaction between the government and citizens.
