The development of the modern "smart" systems, created with the use of information and
communication technologies (ICTs) largely changed the traditional system of human being
livelihood. One of the urbanization models of the XXI century is a "smart city" – the space,
pierced with information technologies. The main characteristics of the smart city are the
safety of life, optimization of public transport car traffic work, computerization of public
servants work, public use of electronic municipal services, energy efficiency, environmental
comfort and control of the environment condition. ICTs in a city integrate their spatial and
territorial components, generate resources for all its vital functions.
