The process of democratization of public administration provides rational formulation of
social development goals, finding the most effective means of achieving it, calculation of
costs and benefits of implementing a strategy, taking into account the behavior of other
actors and assessing the overall situation. In modern terms, under the influence of
globalization and informatization, new challenges to e-government are facing. Egovernment
involves understanding the essence of rational actions of consumers and
simplify the structure of communication between government and citizens.

The article studies the e-government as an effective mechanism for legitimizing of
activity of public administration actors. It is noted that in the information society, egovernment
enhances efficiency and provides a representation of citizens in public
administration.
