Construction of urban passenger transport systems should be based on criteria of
minimization costs on movement of residents through the territory of the city at the same time
achieving the high level of its (movement) safety. For each city type and way of residents
resettlement on its territory exist different approaches to construction and assessment of transport
system functioning.
