В.Ринок житлово-комунальних послуг у сучасних умовах розвивається під впливом нових чинників, зумовлених розвитком трансформаційних процесів у економіці. Вирішальне значення соціальних чинників зумовлює особливості організації державного регулювання на ринку житлово-комунальних послуг. Головними виступають критерії якості обслуговування населення та екологічні фактори, яким надається перевага, на противагу суто економічним чинникам. Market of housing and communal services in modern conditions develop under the influence of new factors caused the development of transformation processes in the economy. Crucial social factors leads to features organization of state regulation on the housing and communal services. The main criteria are the quality of public service and environmental factors, which are preferred as opposed to purely economic factors. The combination of various elements and tools of organizational-economic mechanism of development of housing and communal services system to determine methods of state regulation of utility services. When they understand how to impact on the housing providers, to create and ensure the conditions of their functioning in accordance with economic policy. By means of influence suggest to distinguish direct and indirect methods of state regulation of utility services, the essence of which is to establish certain conditions for economic entities. Direct methods of state regulation, in particular, include: system limitations, fines, permits, licenses, quotas, government contracts and orders. Note that the organization of state regulation on housing and communal services market today should be focused on the creation of favorable legal, organizational, informational, logistical, monetary and fiscal conditions for establishment and effective functioning of condominiums apartment buildings. Checking the economic feasibility of tariffs on utility services should be carried out by independent audit firms commissioned by local authorities. Thus, the authority of local government is entitled to take into account the estimated materials for approval of tariff for the service provider only if there opinion audit firms that are responsible for the level of economic feasibility of the project fares.Item Інформаційне забезпечення управління якістю житлово-комунальних послуг в Україні(Видавництво Національного університету «Львівська політехніка», 2009) Головчак, Г.
