Item Співробітництво ЄС та МЕРКОСУР як приклад для подальшої інтеграції України(Видавництво Львівської політехніки, 2015) Олійник, ЮліяВраховуючи, що найголовнішою складовою економічного та політичного розвитку будь-якої держави, що визначає її майбутнє, та констатуючи, що сьогодні консолідація держав охопила майже усі континенти, а більшість інтеграційних об’єднань носить не лише економічний, але й політичний характер, в роботі досліджено інтеграційне об’єднання Південної Америки, а саме – МЕРКОСУР та його співробітництво з Європейським Союзом. Досвід співпраці двох інтеграційних проектів є надзвичайно актуальним і для України, яка сьогодні продовжує інтеграційний поступ до євроспільноти. The author investigates the activities of such organisations as Mercosur and the EU in order to ascertain the effectiveness of the most powerful intergovernmental unions that include most countries of two different continents and each of them claims to be a leader in its part of the world. These integration associations not only implement a common economic policy but they have also achieved significant success in common political and social spheres. The EU–Mercosur relations are constantly developing towards strengthening their cooperation and establishing closer economic ties such as the Free Trade Agreement (FTA). Therefore, the investigation and comparison of the various aspects of the integration processes in Europe and South America are considered to be necessary as the results of such research can serve as an analytical basis for establishing further relations between Ukraine and the European Union today. The history of Mercosur as well as the development of the European Union began with the economic union of the countries. The market of the «Southern Cone» in comparison with the EU is a rather new organisation but for twenty-three years of its existence it has already proved its effectiveness and achieved its first results. The author points out that at the current stage of its development the EU is not a purely economic organisation but it has already become a political union of the member countries. The authorities of this Latin American association intend to transform it into a closer alliance following the EU example. The author describes Mercosur and the EU as the international organisations that consolidated the states into one common area being the consolidating authorities of these countries in Europe and South America. The study of the integration processes on two different continents can help to develop the appropriate foreign policy direction for our country.Item Угода «Про асоціацію» ЄС з «третіми» державами: досвід Польщі(Видавництво Львівської політехніки, 2014) Олійник, ЮліяРозглянуто відносини України та Європейського Союзу через призму відносин ЄС з «третіми» державами. Йдеться про поглиблення співробітництва через підписання угоди «Про асоціацію». Метою дослідження є розгляд досвіду держав, з якими ЄС вже підписав такі угоди та які уже є членами ЄС, а також доведення його значення для України. Особливу увагу звернено на державу-члена ЄС – Польщу. Розглянуто процес адаптації законодавства, який є необхідною умовою для входження цієї держави до Об’єднання, що може послугувати прикладом для України, оскільки йдеться про процес виконання всіх вимог ЄС, що є обов’язковим для подальшої співпраці зі Співтовариством. We consider the relations between Ukraine and European Union through the prism of EU relation with the «third» countries. It is referred to more intensive cooperation through signing the «Association agreement». The research objective is to study the experience of Member-states and the states with whom the Agreement has already been signed, as well as to research the importance of this experience for Ukraine. Particular attention was paid to the EU Member-State – Poland. It is recognized that the process of the laws adaptation to the EU requirements is a necessary condition for the entrance into the Union, and it is a necessary condition for further cooperation for association. The «Association agreement» does not include the perspectives of Ukrainian EU membership, but this, according to the researches, will facilitate the cooperation between the two parties, strengthening the political and economic integration with EU. Though, this is only the beginning of a complex work. After the Association Agreement comes into force, Ukraine will have to fulfill certain obligations, especially in the adaptation of Ukrainian law to the EU requirements within the Agreement. But it is not limited to this, as the law adaptation process is dynamic and in this situation its specific spheres of adaptation and those of the listed legal acts necessary for realization in the national legislation can not be correctly determined. The adaptation of the law of Ukraine to the EU legislation is conducted through the corresponding amendments to the acting law and in the development of new acts with regard to the Association achievements and requires complex approach. The Association achievements include not only the EU regulations (regulations, directives, decisions, resolutions, etc.), but also general principles of EU right, decisions of the European Union, strategies, actions and common positions within the common foreign policy and the security policy. In this context the experience of Poland as our neighbour and as of the state whose integration process was successful, is very important for Ukraine.Item Транскордонне співробітництво як чинник відносин асоціації України та ЄС(Видавництво Львівської політехніки, 2013) Олійник, ЮліяРозглядається процес становлення транскордонного співробітництва між Україною та Європейським Союзом, досліджуються основні форми такої співпраці. Стверджується про роль транскордонного співробітництва, яке є надзвичайно важливим, не тільки як інструмент розвитку прикордонних територій, а й як чинник посилення контактів між людьми і взаємопроникнення цінностей громадянського суспільства через європейські кордони. The article considers the process of established cross-border cooperation between Ukraine and European Union, as well as the main forms of such cooperation. It is alleged that the role of cross-border cooperation is quite important, not only as a tool for development of border areas, but also for strengthening contacts between people and the interpenetration of values of civil society through the European borders.Item Пoрядок денний асоціації: стан та перспективи співробітництва України та Європейського Союзу(Видавництво Львівської політехніки, 2012) Олійник, ЮліяВисвітлено основні етапи становлення відносин України з Європейським Союзом. Особлива увага надається Угоді “Про асоціацію” та особливостям її підписання, а також Порядку денному асоціації (ПДА), що передує парафуванню цієї угоди. Проаналізовано кроки вітчизняних правових інституцій України у процесі реформування, які передбачені у ПДА, інструменти, які ЄС використовуватиме для допомоги Україні у процесі імплементації цілей та пріоритетів, визначених у ПДА. Зазначена необхідність інтенсифікації процесу виконання пунктів ПДА, оскільки його моніторинг свідчить про недоопрацювання та недовиконання частини із них. Elucidated main stages of relations between Ukraine and European Union. Particular attention is paid to the Association Agreement, and it features signatures, as well as (AA), which precedes the initialling of this agreement. Analyzed the institutional steps which are in the process of the reform envisaged in the AA, and tools which European Union involved to help Ukraine in implementing the goals and priorities identified in the AA. At the same time, highlighted the necessity to intensify the process of implementation of the above AA, as the monitoring shows that there are not finishing and failure.
