Item Механізм державного управління “зеленою” національною економікою(Видавництво Львівської політехніки, 2015) Бублик, М. І.Розглядаються нові напрями державного управління екологічною політикою та політикою “зеленої” економіки в Україні та світі з метою зменшення обсягів техногенних збитків у національному господарстві пропонується метод вибору цільових програм, проектів та заходів щодо зменшення техногенної шкоди, відповідно до обсягу доступного фінансування. In the article new directions of state governance of environmental policy and “green” economy are examined in Ukraine and the world, in order to reduce the volume of technogenic losses in the national economy going is offered a method for selection of targeted programs, projects or activities to reduce man-made damage in accordance with the amount of funding available. Solving these problems involves not only creating a favorable environment for greening production and implementation of the policy of “green” economy, but also the formation of new government regulation of technogenic (man-made) damages at the macro level. The problem of construction of method of choice system of state regulation of man-made damages at the macro level has particular relevance. Based on our research and the obtained results, we recommend to include the method of choice system of state regulation of man-made damage into the mechanism of their state regulation as part of the system. The proposed method with the methods of management of all resources and information flows at national level will improve the effectiveness of state regulation. The method of selecting that type of system of state regulation of production technogenic load, which will give opportunity to minimize man-made damage and set up effective measures to reduce pollution, improve health and life expectancy has been developed at the level of the national economy. Thus, the introduction of the proposed method of choice system of state regulation of man-made damage taking into account features clusters of economic activities into the mechanism of their state regulation make it possible to significantly increase the effectiveness of management decisions on the development of the national economy, modernizing the structure of its economic activity and reconstruction of industrial objects of potential manmade threat to the environment and society to improve the quality of life and improve the environment.Item Strategic directions for sustainable development of Ukraine(Видавництво Львівської політехніки, 2014) Logachova, L. The current state and dynamics of greenhouse gases emissions indicators in Ukraine are compared with those in EU countries. The specific recommendations for the implementation of environmental policies at the regional level are proposed. Розглянуто економічну стратегію європейського розвитку “Європа 2020”. Акцент зроблено на ключових індикаторах у сфері зміни клімату та енергетики. Проаналізовано сучасний стан та динаміку показників емісії парникових газів в Україні порівняно з країнами Європейського Союзу. Запропоновано комплекс заходів з реалізації екологічної політики на регіональному рівні.Item Система екологічного менеджменту і аудиту на підприємстві: інформаційний аспект(Видавництво Львівської політехніки, 2014) Данилевич, Н. М.; Яструбський, М. Я.Визначено основні взаємопов’язані і взаємозалежні напрями екологічної діяльності підприємства, які формують структуру управління – екологічний менеджмент та аудит підприємства. Встановлено, що багатофункціональність господарської діяльності підприємства не дає змоги на даному етапі сформулювати системний підхід до її здійснення без адекватної системи екологічно орієнтованого управління підприємством. Вирішення вказаної проблеми повинно базуватися на інформаційному забезпеченні екологічного менеджменту та екологічного аудиту. The article outlines the main areas of interrelated and interdependent environmental performance of the enterprise, which form the structure of management - environmental management and auditing company. Established that multi-business enterprise can not at this stage to formulate a systematic approach to its implementation without adequate system of ecologically based management. Determined that the environmental activities of the company and the environment - the only problem is its comprehensive sustainable development. The solution to this problem should be based on information support of environmental management and environmental auditing. Therefore, the information support of environmental management and auditing - a system ofrelationships in which emerging information about the activities of businesses, their participation in the implementation of environmental policies, the dissemination of information about the problems and achievements addressing environmental problems and creating conditions for the use of the most promising methods and techniques to minimize the prevention of environmental impact. From this definition it follows that the factor of information support of environmental management and audit comprises three components. The first component of the system is a subsystem of the formation of information resources, including information gathering, processing and bring to a format suitable for use by interested parties. The second component of information support of environmental management and audit involves creating a system- conductor information, this refers to a database system, which, in our opinion, should be considered, at least two basic conditions: availability of information; integrated data, including legal, technical, technological, organizational and resource aspekty.Tretya component information support of environmental management and auditing is implemented in the practical application of collected and processed data consumers of information resources at this stage is both subjects and objects management. So clabkist modern information support of environmental management negatively affects the quality of both government and business entities of strategic and tactical decisions, which affects the efficiency of management and hinders sustainable development.Item Державне регулювання техногенних збитків у національному господарстві на засадах політики “зеленої” економіки(Видавництво Львівської політехніки, 2013) Бублик, М. І.Розглянуто наукові основи формування техногенних збитків. Проаналізовано існуючі моделі державного регулювання техногенних збитків у національному господарстві. Розроблено пропозиції щодо удосконалення інструментарію екологічної політики, впровадження політики “зеленої” економіки для регулювання техногенних збитків на рівні національного господарства України. Запропоновано застосування сучасного процесно-структурованого підходу для регулювання техногенних ризиків, що виникають на підприємствах під час здійснення господарської діяльності. The article reviews the scientific basis for the formation of technogenic (man-made) damage. The existing models of state regulation of technogenic damage into the national economy have been analyzed. The suggestions for the improvement of environmental policy instruments, implementing the policy of “green” economy to regulate technogenic losses in national economy of Ukraine have been developed. The paper features the historical aspects of environmental policy-making process in the European Union, main stages of its formation, as well as current developments in environmental policy. Further there is an analysis of the pecularities of the Environmental Action Programmes, approved by the European Union, as well as an outline of the evolution of EU environmental policy.Item Співпраця України та Європейського Союзу в галузі охорони довкілля(Видавництво Львівської політехніки, 2012) Івасечко, ОльгаРозглянуто участь Європейського Союзу у координації європейської екологічної політики. Його роль у міжнародній співпраці в галузі охорони довкілля, зокрема, у вирішенні таких глобальних проблем, як перспектива кліматичних змін, руйнування озонового шару, охорона біорозмаїття тощо. Проаналізовано особливості співробітництва між Україною та ЄС в екологічній сфері. Акцентовано увагу на процесі адаптації екологічного законодавства України до стандартів ЄС у галузі охорони довкілля. There was considered the role of the EU in the European ecological policy coordination, it's participation in the international cooperation in the field of environmental control, particularly, in solving the global problems like perspective climate change, destruction of the ozone layer, protection of biodiversity and others. The features of collaboration are analyzed between Ukraine and EU in an ecological sphere. There was emphasized the process of adaptation the Ukrainian ecologic legislations according to the EU norm in the field of environment protection.Item Фундаментальні основи формування національної екологічної політики(Видавництво Львівської політехніки, 2011) Олефіренко, ОльгаДосліджено особливості формування і функціонування системи національної екологічної політики. Отримано висновок, що екологічна криза є наслідком недосконалості механізмів соціально-економічної системи. Визначено роль екологічної складової у вирішенні політичних та економічних проблем. Проаналізовано проблеми реалізації сучасної національної екологічної політики та її значення у становленні постіндустріального суспільства. Обґрунтовано необхідність її подальшого удосконалення і визначено пріоритетні напрями її подальшого розвитку. The article researches the features of formation and functioning of system of national environmental policy. It was concluded that environmental crisis is the result of imperfections in the mechanisms of socio-economic system. The role of the environmental component in solution of political and economic problems is disclosed The problems of current national environmental policy and its importance in the formation of post-industrial societ are analyzed. The necessity of its further improvement and priority directions of its further development is grounded.
