    Тенденції та перспективи розвитку кадастру земель водного фонду Закарпатської області

    Мета пропонованого дослідження полягає у всебічному вивченні сучасного стану земель водного фонду Закарпатської області, виявленні тенденцій і перспектив його розвитку в умовах ринкової економіки. Методика. Землі водного фонду відіграють значну соціально-економічну, екологічну і біосферну роль. Заплавні угіддя, як своєрідний тип біогеоценозів і невід’ємний елемент сучасних ландшафтів, через систему потоків енергії в них, що здійснюються під впливом живої речовини і різних природно-антропогенних факторів, впливають на інші типи екосистем і біосферу загалом. Головні проблемні питання використання земель водного фонду такі: порушення природних ландшафтів (схилів, пляжів) у результаті інтенсивної забудови узбережжя з урахуванням природних умов; необґрунтована забудова заплав річок, яка вкрай загострила кризову ситуацію у їх басейнах; розорювання земель у межах прибережних захисних смуг до урізу води; вирубування лісів, яке здійснюється насамперед у прибережних районах річок, озер, морів, водосховищ, негативно впливає на стан земель водного фонду. Для вирішення цих проблем дуже важливе дослідження раціонального використання земель водного фонду в штучному та природному аспектах, що сприятиме збереженню та відтворенню цих уразливих об’єктів. Результати. Розглянуто особливості використання земель водного фонду Закарпатської області. Досліджено компонентну структуру земель водного фонду та особливості його територіальної диференціації. Визначено частки штучних та природних водних об’єктів на території Закарпатської області. Виконано детальну характеристику земель водного фонду та їх структури, наведено дані про площу земель, зайнятих водними об’єктами (річками та струмками, озерами та прибережними замкненими водоймами), гідротехнічними та іншими водогосподарськими спорудами, а також прибережними захисними смугами, подано розподіл земель водного фонду за землекористувачами, а також розподіл земель водного фонду в межах адміністративних районів Закарпатської області. Наукова новизна та практична значущість. Наведена аналітична база даних про землі водного фонду, яка містить облікові та довідкові дані із територіальною прив’язкою для необхідного аналізу і синтезу інформації в різних територіальних аспектах, дасть змогу забезпечити оперативність і достовірність виконання детальних теоретичних та практичних досліджень земель водного фонду для багаторазового та багатоцільового її використання.

    The Hydropower in Ukraine: Organizational and Economic Instruments of Stimulating the Green Energy Development and Rational Use of Hydropower Potential

    The article focuses on the research of hydropower in Ukraine: its current state, problems, possible ways to solve them and prospects for development. The relevance of this research refers to the importance of a comprehensive study of hydropower in Ukraine as the main component of green energy, as well as the potential for the development of hydropower in the conditions of the future post-war rebuilding of Ukraine. The main research goal is to define a complex of organizational and economic instruments to stimulate the development of hydropower in Ukraine and to ensure the rational use of hydropower potential. The core research methods are analysis, comparison, systematic approach, dialectical method, methods of abstraction and concretization, mathematical and statistical methods, etc. The terminological content of the concept and peculiarities of use and protection of water resources are characterized. The growth of their scarcity for household and agro-industrial needs of Ukraine is shown. The peculiarities of the development of hydropower as a branch of energy, which provides a principle of operation based on the use of water energy, have been studied. Weak and strong points, opportunities, and threats to the development of hydropower have been identified. The main prospects for the development of the hydropower industry in Ukraine are analyzed. All possible aspects of development are divided into two groups: effective environmental management of water bodies and costeffective environmental use of hydropower potential. Each of these areas is analyzed in the context of state policy and water policy of the largest representative of the hydropower industry. The main recommendations for the development of hydropower in Ukraine are offered, aimed at solving the problems of water management and economically justified environmental use of the hydropower potential of Ukraine.

    The article analyzes progress in the field of water resources management in the states of the world in the context of the provisions of the concept of sustainable development. Comparison of countries with different levels of development has allowed us to determine key methodological provisions that are proposed to integrate into the environmental policy of water use at the state level in the developing countries. The approach to the determination of the limit indices of the human impact on the environment is proposed.
