Державні гарантії соціального захисту безробітних осіб в Україні

Abstract

Проблематика соціального захисту безробітних в Україні є надзвичайно актуальною у контексті сучасних соціально-економічних викликів. Актуальність дослідження підтверджується роботами вітчизняних економістів, як Мантур-Чубата О.С., Боронюк Л. В., які ґрунтовно вивчають проблеми страхування безробіття та соціального захисту в умовах економічних і соціальних криз. У працях . Поляк, Н. О., і Тарасюк, О. П. особлива увага приділяється розвитку державної політики зайнятості через механізми страхування безробіття як інструменту забезпечення соціальної стабільності та підтримки економічної мобільності населення. Дослідження акцентує необхідність реформування системи соціального захисту безробітних в Україні, проте сучасні підходи потребують більш конкретних пропозицій щодо адаптації цієї системи до реалій вітчизняної економіки, а також посилення взаємодії держави з приватними страховими компаніями для підвищення ефективності підтримки безробітних. Об’єкт дослідження: державна система соціального захисту безробітних в Україні. Предмет дослідження: механізми державних гарантій та їх вплив на соціальний захист безробітних осіб. Метою роботи є аналіз чинних державних гарантій соціального захисту безробітних, виявлення проблем та розробка рекомендацій щодо їх удосконалення. Гіпотеза дослідження полягає у припущенні, що посилення державних гарантій соціального захисту безробітних сприятиме підвищенню соціальної захищеності та зниженню рівня безробіття. Результати дослідження: у роботі сформовано комплекс рекомендацій щодо оптимізації державних гарантій соціального захисту, що базується на аналізі сучасного стану, зарубіжному досвіді та практиках вітчизняних соціальних служб. Запропоновані заходи спрямовані на підвищення ефективності підтримки безробітних та інтеграції їх у ринок праці.

The issue of social protection for the unemployed in Ukraine remains highly relevant amid current socio-economic challenges. The importance of this research is supported by the works of domestic economists Mantur-Chubata O.S., Boronyuk L.V.,who thoroughly study unemployment insurance and social protection issues during economic and social crises. In the works of Polyak, N. O., and Tarasyuk, O. P., particular attention is given to the development of state employment policy through unemployment insurance mechanisms as tools for ensuring social stability and supporting economic mobility of the population. This study emphasizes the need to reform the social protection system for the unemployed in Ukraine. However, current approaches require more concrete proposals for adapting the system to the realities of the domestic economy, as well as strengthening the cooperation between the state and private insurance companies to enhance the effectiveness of support for the unemployed. Research object: the state system of social protection for unemployed persons in Ukraine. Research subject: mechanisms of state guarantees and their impact on social protection of unemployed persons. The aim of the work is to analyze current state guarantees of social protection for unemployed persons, identify problems, and develop recommendations for their improvement. The research hypothesis assumes that strengthening state guarantees of social protection for the unemployed will contribute to increased social security and reduce unemployment levels. Research results: the study formulated a set of recommendations to optimize state guarantees of social protection based on the analysis of the current situation, foreign experience, and the practices of domestic social services. The proposed measures are aimed at enhancing the effectiveness of support for unemployed persons and their integration into the labor market.
