Сучасні реалії підтримки осіб з інвалідністю з дитинства та дітей з інвалідністю в системі соціального захисту

Abstract

Належна підтримка осіб з інвалідністю з дитинства та дітей з інвалідністю є важливою в умовах повномасштабного вторгнення, адже воєнні дії погіршили соціально-економічну ситуацію і створили нові виклики для цієї вразливої категорії. Зокрема, Малюга Л. слушно зазначає, що соціальний захист осіб з інвалідністю є гарантією і дієвим механізмом підтримки на державному рівні задля забезпечення соціальної справедливості (Мельник, 2023). Об’єкт дослідження: система соціального захисту осіб з інвалідністю з дитинства та дітей з інвалідністю в Україні. Предмет дослідження: механізми підтримки осіб з інвалідністю з дитинства та дітей з інвалідністю у системі соціального захисту. Мета дослідження: дослідити функціонування системи соціального захисту осіб з інвалідністю з дитинства та дітей з інвалідністю в сучасних реаліях, виявити ключові проблеми у наданні підтримки та розробити пропозиції для її удосконалення. Результати дослідження: у роботі було визначено, що державні виплати для осіб з інвалідністю з дитинства та дітей з інвалідністю залишаються практично незмінними впродовж останніх років, що не відповідає їх реальним потребам.

Support for persons with disabilities since childhood and children with disabilities is especially important during the full-scale invasion, as military actions have worsened the socio-economic situation and created new challenges for this vulnerable group. In particular, Malyuga L. rightly notes that social protection for persons with disabilities is a guarantee and an effective mechanism of support at the state level to ensure social justice (Melnik, 2023). Object of research: the social protection system for persons with disabilities since childhood and children with disabilities in Ukraine. Subject of research: mechanisms for supporting persons with disabilities since childhood and children with disabilities in the social protection system. Purpose of the study: to analyze the functioning of the current system, identify its main challenges, and propose support and to develop proposals for its improvements. Research objective: to study the functioning of the social protection system for persons with disabilities since childhood and children with disabilities in the current reality, identify key problems in providing support, and develop proposals for its improvement.
