Роль страхових виплат у соціальному захисті безробітного населення

Abstract

У роботі досліджено систему соціального захисту безробітного населення України з акцентом на роль страхових виплат як ключового інструменту державної підтримки. Актуальність теми зумовлена високим рівнем структурного безробіття, соціальною вразливістю внутрішньо переміщених осіб та наслідками повномасштабної війни. Втрата роботи спричиняє не лише фінансові, а й соціально-психологічні труднощі, що потребують ефективної державної підтримки. Проаналізовано чинну систему гарантій для безробітних, діяльність Державної служби зайнятості, рівень офіційної та прихованої безробітності у 2022-2024 роках. Розглянуто наукові підходи до проблеми, зокрема праці Ігнатюк А., Гапочки В., а також дослідження «Функціонування фондів соціального страхування у світі та в Україні», де порівнюються моделі соціального страхування – Бісмарківська, Беверіджська, американська та скандинавська. Об’єктом дослідження є система соціального захисту безробітних осіб в Україні. Предметом – державні гарантії та механізми реалізації страхових виплат в умовах сучасної соціально-економічної ситуації. Метою є аналіз ефективності державної системи підтримки безробітних та розробка пропозицій щодо її вдосконалення. Гіпотезою є припущення, що підвищення ефективності страхових виплат можливе шляхом оптимізації державних механізмів, модернізації інституцій та адаптації міжнародного досвіду. У результаті дослідження розроблено пропозиції щодо удосконалення механізмів надання страхових виплат, підвищення ефективності роботи центрів зайнятості, а також врахування кращих світових практик для зміцнення соціального захисту безробітних.

The thesis explores the social protection system for the unemployed population in Ukraine, with a focus on the role of insurance payments as a key instrument of state support. The relevance of the topic is driven by the high level of structural unemployment, the social vulnerability of internally displaced persons, and the consequences of the full-scale war. Job loss leads not only to financial difficulties but also to socio-psychological challenges, which require effective government support. The current system of guarantees for the unemployed, the activities of the State Employment Service, and the levels of official and hidden unemployment in 2022–2024 are analyzed. Scientific approaches to the problem are reviewed, including the works of A. Ihnatyuk and V. Hapochka, as well as the study "Functioning of Social Insurance Funds in the World and in Ukraine", which compares different models of social insurance — Bismarckian, Beveridgean, American, and Scandinavian. The object of research is the social protection system for unemployed persons in Ukraine. The subject is state guarantees and mechanisms for implementing insurance payments under current socio-economic conditions. The aim is to analyze the effectiveness of the state support system for the unemployed and to develop proposals for its improvement. The hypothesis is that increasing the effectiveness of insurance payments is possible through optimizing state mechanisms, modernizing institutions, and adapting international experience. As a result of the study, proposals have been developed to improve the mechanisms of providing insurance payments, enhance the efficiency of employment centers, and incorporate best international practices to strengthen the social protection of the unemployed.
