Сучасний стан та перспективи розвитку соціального захисту безробітних громадян в Україні

Abstract

У сучасних умовах соціального та економічного розвитку України проблема безробіття набуває особливої гостроти. З огляду на складні виклики, зумовлені повномасштабною війною, зростанням трудової міграції та скороченням робочих місць, питання соціального захисту населення, зокрема безробітних громадян, виходить на перший план. У цьому контексті система соціального захисту покликана забезпечити громадянам тимчасову фінансову підтримку, що дозволяє зберегти мінімальний рівень добробуту під час пошуку нової роботи. Це досягається шляхом організації професійної підготовки або перепідготовки, що дає можливість отримати нові компетенції, відповідні актуальним потребам економіки (Гапочка, В., 2022). Об’єкт дослідження: система соціального захисту безробітних в Україні. Предмет дослідження: напрями удосконалення системи соціального захисту безробітних в сучасних умовах в Україні. Мета дослідження – аналіз поточного стану системи соціального захисту осіб, що втратили роботу, в Україні, а також окреслення перспективних напрямів її вдосконалення. Результати дослідження: У роботі проаналізовано сучасний стан системи соціального захисту безробітних в Україні, охарактеризовано ключові напрями державної політики у сфері зайнятості, виявлено основні проблеми на ринку праці, запропоновано вдосконалити систему шляхом розширення активних програм зайнятості, цифровізації послуг, стимулювання підприємництва та посилення соціальної підтримки вразливих категорій населення.In the current context of Ukraine’s social and economic development, the issue of unemployment has become particularly pressing. Given the complex challenges caused by the full-scale war, the increase in labor migration, and the reduction of job opportunities, the question of social protection—especially for unemployed citizens—has come to the forefront. In this context, the social protection system is designed to provide temporary financial support, enabling individuals to maintain a basic standard of living while seeking new employment. This is achieved through professional training and retraining programs, which help individuals acquire new competencies that match the evolving demands of the economy (Gapochka, V., 2022). Object of the study: the system of social protection for the unemployed in Ukraine. Subject of the study: approaches to improving the social protection system for the unemployed under current conditions in Ukraine. Purpose: to analyze the current state of the social protection system for people who have lost their jobs in Ukraine and to outline prospective directions for its improvement. Results: The paper analyzes the current state of the social protection system for the unemployed in Ukraine, outlines the main directions of state employment policy, identifies key labor market issues, and proposes ways to enhance the system through the expansion of active employment programs, digitalization of services, support for entrepreneurship, and stronger social assistance for vulnerable population groups.
