Підтримка дітей та сімей у притулках для дітей і центрах соціальної підтримки дітей та сімей в Україні

Abstract

Ефективна діяльність притулків для дітей і центрів соціальної підтримки дітей і сімей є важливою складовою системи соціального захисту України, оскільки саме ці інституції забезпечують безпечні умови, кризове втручання та психосоціальну стабілізацію дітей, які опинилися у складних життєвих обставинах. В умовах війни, вимушеного переселення та зростання кількості сімей у кризових ситуаціях роль таких закладів істотно зростає. Метою дослідження є вивчення особливостей діяльності притулків і центрів соціальної підтримки дітей і сімей в Україні. Об’єктом виступає система соціального захисту дітей і сімей у складних життєвих обставинах, предметом – діяльність зазначених закладів. Теоретико-методологічну основу становлять напрацювання українських вчених у сфері соціальної роботи педагогіки, де психосоціальна підтримка розглядається як інтегрований процес, що поєднує психологічний супровід, соціальну допомогу та педагогічний вплив (Кононович, 2022; Шаманська, 2023). Перший розділ присвячено дослідженню нормативних і організаційних засад діяльності притулків і центрів соціальної підтримки. У ньому розкрито законодавчі гарантії соціального захисту, структуру надання послуг, принципи роботи таких закладів та логіку організації допомоги дітям і сім’ям у кризових обставинах. Показано, що сучасні підходи ґрунтуються на поєднанні правових, адміністративних та соціальних механізмів, які забезпечують узгодженість дій різних установ та доступність підтримки.

Другий розділ зосереджений на змісті психологічної та соціальної підтримки, що надається дітям і сім’ям. Описано ключові етапи роботи психолога – від первинного контакту та виявлення потреб до стабілізації емоційного стану й подальшого моніторингу результатів. Також простежено роль мультидисциплінарної команди, що поєднує психологічні, соціальні, педагогічні, гуманітарні та юридичні підходи, спрямовані на відновлення життєвих ресурсів дитини й сім’ї (Мамчур, 2023; Лучко та Надвинична, 2018). У третьому розділі подано результати емпіричного дослідження, проведеного у Притулку для дітей Служби у справах дітей Львівської облдержадміністрації та Центрі соціальної підтримки дітей та сімей «Рідні». Розкрито рівень задоволеності отримувачів послуг, оцінено ефективність роботи фахівців та виокремлено труднощі, зокрема обмежені ресурси, нерівномірне навантаження персоналу і потребу в розширенні індивідуальних форм підтримки. На основі отриманих результатів сформульовано рекомендації щодо вдосконалення діяльності закладів, підвищення компетентності фахівців, посилення міжвідомчої взаємодії та зміцнення матеріально-технічної бази. Притулки для дітей і центри соціальної підтримки відіграють визначальну роль у системі захисту дитинства, а їх ефективність залежить від узгодженості державної політики, ресурсної спроможності та професійності працівників.психосоціальна підтримка, соціальні послуги, складні життєві обставини.

The effective functioning of shelters for children and social support centers for children and families is an essential component of Ukraine’s social protection system, as these institutions provide safe conditions, crisis intervention, and psychosocial stabilization for children who find themselves in difficult life circumstances. In the context of war, forced displacement, and an increasing number of families in crisis, the role of such institutions has significantly grown. The aim of the study is to examine the specific features of the functioning of shelters and social support centers for children and families in Ukraine. The object of the study is the system of social protection for children and families in difficult life circumstances, while the subject is the activity of these institutions. The theoretical and methodological basis is grounded in the work of Ukrainian scholars in the fields of social work and pedagogy, who conceptualize psychosocial support as an integrated process that combines psychological assistance, social support, and pedagogical influence (Kononovych, 2022; Shamanska, 2023). The first chapter examines the normative and organizational foundations of the functioning of shelters and social support centers. It outlines legislative guarantees of social protection, the structure of service provision, the principles guiding the work of these institutions, and the overall logic of assistance for children and families in crisis. The chapter demonstrates that contemporary approaches rely on a combination of legal, administrative, and social mechanisms that ensure coordinated actions among institutions and the accessibility of support.

The second chapter focuses on the content of psychological and social support provided to children and families. It describes key stages of the psychologist’s work—from initial contact and assessment of needs to emotional stabilization and further monitoring of outcomes. The chapter also highlights the role of the multidisciplinary team, which integrates psychological, social, pedagogical, humanitarian, and legal approaches aimed at restoring the life resources of the child and family (Mamchur, 2023; Luchko & Nadvynychna, 2018). The third chapter presents the results of an empirical study conducted at the Children’s Shelter of the Service for Children’s Affairs of the Lviv Regional State Administration and the “Ridni” Social Support Center for Children and Families. It provides an assessment of service recipients’ satisfaction, evaluates the effectiveness of specialists, and identifies key challenges, including limited resources, uneven staff workload, and the need to expand individualized forms of support. Based on the findings, recommendations were formulated to improve the functioning of these institutions, enhance professional competence, strengthen interagency cooperation, and reinforce material and technical capacity. Shelters for children and social support centers play a crucial role in the system of child protection, and their effectiveness depends on coherent public policy, resource capacity, and the professionalism of staff members.
