Впровадження інклюзії на рівні громади: проблеми та перспективи

Abstract

У процесі децентралізації громада стає ключовим осередком суспільного розвитку. Її основна роль - створення безпечного середовища, добробуту, умов для самореалізації, доступної освіти, охорони здоров’я, збереження довкілля та економічного зростання [1]. Інклюзія на місцевому рівні набуває особливої ваги в умовах війни та цифровізації. Вона перетворюється на стратегічний напрям політики, спрямований на захист вразливих, рівність можливостей і згуртованість суспільства [2]. Хоча децентралізація в Україні триває вже кілька років, досі немає єдиної моделі соціальної підтримки на рівні ОТГ. Тому важливо надати громадам реальні повноваження для самостійного вирішення соціальних питань та мобілізації місцевих ресурсів. З огляду на це, питання інклюзії в громаді є надзвичайно актуальним [3]. Об’єкт дослідження: інклюзія на рівні громади. Предмет дослідження: особливості впровадження інклюзії на рівні громади. Мета дослідження: дослідити особливості впровадження інклюзії на місцевому рівні. Результати дослідження: У першому розділі проаналізовано поняття інклюзії, її види та принципи. У другому – розглянуто роль громади у впровадженні інклюзії та програми, які цьому сприяють. У третьому – подано результати дослідження на прикладі села Тухля. Виокремлено труднощі в процесі реалізації інклюзії та перспективи її розвитку.інвалідністю, особа з особливими освітніми потребами.

In the process of decentralization, the community becomes a key unit of social development. Its main role is to create a safe environment, well-being, conditions for self-realization, affordable education, health care, environmental protection and economic growth [1]. Inclusion at the local level is especially important in times of war and digitalization. It is turning into a strategic policy direction aimed at protecting the vulnerable, equality of opportunity, and social cohesion [2]. Although decentralization in Ukraine has been underway for several years, there is still no single model of social support at the ATC level. Therefore, it is important to give communities real powers to independently address social issues and mobilize local resources. Given this, the issue of inclusion in the community is extremely relevant [3]. Object of research: inclusion at the community level. Subject of the study: features of implementing inclusion at the community level. Purpose of the study: to investigate the peculiarities of implementing inclusion at the local level. Reseach results: The first section analyzes the concept of inclusion, its types and principles. The second section discusses the role of the community in

implementing inclusion and the programs that contribute to it. The third section presents the results of the study on the example of the village of Tukhlia. Difficulties in the process of implementing inclusion and prospects for its development are highlighted.
