Сучасний стан та перспективи розвитку відносин між Туреччиною та Європейським Союзом

Abstract

Стан та розвиток співробітництва Туреччини з Європейським Союзом обумовлена необхідністю аналізу стратегії цієї держави на міжнародній арені в умовах глобалізації, економічної та політичної інтеграції, а також зміни зовнішньополітичних пріоритетів країни. Протягом останніх десятиліть країна пройшла великий шлях, але останні роки чітко показали: політична домінанта правлячої партії вже не гарантує колишньої підтримки. Водночас Туреччина продовжує демонструвати свою активність на міжнародній арені. Об’єкт дослідження – двосторонні відносин Туреччини та Європейського Союзу. Предмет дослідження – механізми, стратегії та інструменти зовнішньої політики, вплив внутрішніх політичних, економічних та соціальних факторів на розвиток цих відносин. Мета роботи полягає у дослідженні особливостей участі Турецької Республіки у європейських процесах, розгляді усього шляху розвитку відносин поетапно та аналізу нових можливостей у сьогоденних реаліях. У бакалаврській кваліфікаційній роботі розглянуто стан, а також трансформацію відносин Туреччини та Європейського Союзу. Увагу акцентовано на пріоритетах Турецького уряду, викликаною внутрішніми політичними, соціальними та економічними змінами, а також впливом зовнішніх факторів — регіональних конфліктів, міграційних викликів, позицій інших держав-членів ЄС [4]. Особливу увагу приділено оцінці стратегічної ваги Туреччини в європейському контексті, взаємодії у сфері безпеки, економіки та прав людини [3]. Виявлено, що попри формальну віддаленість від перспективи членства в ЄС, Туреччина продовжує залишатися значущим партнером для європейського простору, активно коригуючи свій зовнішньополітичний курс [1]. Аналіз дозволяє краще зрозуміти складність європейсько-турецьких відносин, їхню еволюцію та потенційні сценарії розвитку у найближчому майбутньому, при цьому охоплює широкий історичний період від початку інтеграційних прагнень Туреччини до сучасного етапу для більш детального розуміння [2].

The state and development of Turkey's cooperation with the European Union is due to the need to analyse the country's strategy in the international arena in the context of globalisation, economic and political integration, and changes in the country's foreign policy priorities. The country has come a long way in recent decades, but recent years have clearly shown that the political dominance of the ruling party no longer guarantees the same support. At the same time, Turkey continues to demonstrate its activity in the international arena. The object of the study is bilateral relations between Turkey and the European Union. The subject of the study is the mechanisms, strategies and instruments of foreign policy, the impact of domestic political, economic and social factors on the development of these relations. The purpose of the study is to examine the peculiarities of the participation of the Republic of Turkey in European processes, to consider the entire path of development of relations in stages and to analyse new opportunities in today's realities. The bachelor's thesis examines the state and transformation of relations between Turkey and the European Union. Attention is focused on the priorities of the Turkish government, caused by internal political, social and economic changes, as well as the influence of external factors - regional conflicts, migration challenges, positions of other EU member states [4]. Particular attention is paid to the assessment of Turkey's strategic importance in the European context, interaction in the field of security, economy and human rights [3]. It is found that despite the formal distance from the prospect of EU membership, Turkey continues to be a significant partner for the European space, actively adjusting its foreign policy course [1]. The analysis allows us to better understand the complexity of European-Turkish relations, their evolution and potential scenarios for the near future. Additionally, it covers a broad historical period from the beginning of Turkey's integration aspirations to the present stage for a more detailed understanding [2].
