До питання про типологічні ознаки сучасного наукового юридичного журналу

Abstract

Починаючи з ХІХ ст., світова наукова спільнота виробила певні вимоги до формату наукового видання та загальних засад його функціонування. Окремі з цих характеристик втратили своє значення (припустимо, авторитет академічної установи), інші, навпаки, здобули загальне визнання, як-от попереднє наукове рецензування сторонніми експертами. Утім, це мало й зворотну сторону – затримка в оприлюдненні результату того чи іншого дослідження негативно позначалася на науковому пріоритеті та/чи можливості його патентування. В ХХІ ст. цю хибу були покликані частково виправити електронні наукові видання, але й вони виявилися небездоганними. Сьогодні спостерігаємо пошуки такої форми наукового видання, яка б одночасно забезпечувала наукову достовірність, оперативність публікації та її доступність широкому загалу. Окрім поділу наукових журналів на традиційні друковані, електронні та гібридні, спостерігаємо й низку інших критеріїв підходу, зокрема, підписні та у вільному доступі; наукові журнали розвинених країн та країн, що розвиваються; журнали, індексовані в (основних) базах даних, та видання, які лише прагнуть такої індексації тощо. Виникають й нові форми наукових журналів, як-от відеожурнали зі своїми додатковими, порівняно з традиційними, можливостями. Доцільно вивчити світовий та вітчизняний досвід функціонування наукових журналів, що дасть змогу українській науці за рівних умов інтегруватися у світову наукову спільноту.

Since the 19th century, the world scientific community has developed certain requirements for the format of a scientific publication and the general principles of its functioning. Some of these characteristics have lost their significance (for example, the authority of an academic institution), while others, on the contrary, have gained general recognition, such as preliminary scientific review by external experts. However, this also had a downside – a delay in publishing the results of a particular study negatively affected its scientific priority and/or the possibility of its patenting. In the 21st century, electronic scientific publications to partially correct this flaw were designed, but they turned out to be imperfect. Today, we are observing the search for a form of scientific publication that would simultaneously ensure scientific reliability, speed of publication, and its accessibility to the general public. In addition to the division of scientific journals into traditional print, electronic and hybrid, we also observe a number of other criteria for the approach, in particular, subscription and open access; scientific journals of market economy countries and developing countries; journals indexed in international databases and publications that only seek such indexing, etc. New forms of scientific journals are also emerging, such as video journals with their additional capabilities, which are not appropriate for traditional ones. So, it is justified to study the global and domestic experience of functioning the scientific journals, which will allow internal science to integrate into the global scientific community.
