Особливості міграційної політики США у 2017-2025 рр

Abstract

Міграційна політика США у 2017–2025 роках зазнала масштабних трансформацій під впливом як внутрішньополітичних, так і зовнішньополітичних чинників. Період охоплює дві каденції Дональда Трампа та адміністрацію Джо Байдена, які репрезентують принципово різні підходи до питань імміграції. Адміністрація Трампа втілювала політику ізоляціонізму, акцентуючи на безпеці та контролі кордонів, у той час як адміністрація Байдена прагнула поєднати гуманітарний підхід із жорсткими заходами, зумовленими викликами пандемії COVID-19 та кризою на південному кордоні. Об’єкт дослідження – міграційна політика США. Предмет дослідження – особливості формування та реалізації міграційної політики США у період 2017-2025 років. Мета роботи полягає у вивченні та аналізі особливостей формування та реалізації міграційної політики США у період 2017-2025 років. У бакалаврській кваліфікаційній роботі досліджено та здійснено порівняльний аналіз політичних рішень адміністрацій Дональда Трампа та Джо Байдена. Визначено, що політика Д. Трампа характеризувалась жорсткими методами контролю: будівництво стіни на кордоні з Мексикою, політика «Zero Tolerance» та обмеження на легальну імміграцію [1, 3]. У свою чергу, адміністрація Байдена намагалася реформувати імміграційну систему, але зіткнулась із критикою за збереження деяких практик попередників, зокрема обмеження на надання притулку та депортації без розгляду [4]. Акцентовано увагу на ролі внутрішніх політичних інституцій США, як-от DHS, ICE, USCIS, CBP тощо [5]. Визначено, що ключовими викликами сучасної політики залишаються: політизація міграційного дискурсу, нестача та експлуатація робочої сили, криза на кордоні з Мексикою, та скасування програм і масові арешти мігрантів [2, 6].

The U.S. migration policy in the years 2017–2025 underwent significant transformations under the influence of both domestic and foreign political factors. This period covers two terms of Donald Trump and the administration of Joe Biden, which represent fundamentally different approaches to immigration issues. The Trump administration implemented a policy of isolationism, focusing on security and border control. In contrast, the Biden administration aimed to combine a humanitarian approach with strict measures driven by the challenges of the COVID-19 pandemic and the crisis on the southern border. Study object – U.S. migration policy. Scope of research – the peculiarities of formation and implementation of U.S. migration policy during the period 2017–2025. The goal of this research – is to examine and analyze the peculiarities of the formation and implementation of U.S. migration policy during the period 2017–2025. The bachelor’s thesis explores and conducts a comparative analysis of the political decisions made by the administrations of Donald Trump and Joe Biden. It has been determined that D. Trump’s policy was characterized by strict control measures: the construction of a wall on the border with Mexico, the “Zero Tolerance” policy, and restrictions on legal immigration [1, 3]. In turn, the Biden administration attempted to reform the immigration system but faced criticism for preserving some of its predecessor's practices, such as limitations on asylum access and deportations without due process [4]. The study emphasizes the role of domestic political institutions in the U.S., such as DHS, ICE, USCIS, CBP, and others [5]. It is identified that the key challenges of modern policy remain the politicization of migration discourse, labor shortages, and exploitation, the crisis on the U.S.-Mexico border, and the termination of programs along with mass arrests of migrants [2, 6].
