Вепонізація енергоресурсів як інструмент зовнішньої політики держав

Abstract

Об’єкт дослідження – енергоресурси як інструмент у реалізації зовнішньої політики сучасних держав. Предмет дослідження – особливості застосування вепонізації енергоресурсів як інструменту та механізму впливу у зовнішній політиці держав. Мета роботи – дослідження змісту, особливостей, форм та механізмів вепонізації енергоресурсів як інструмента зовнішньої політики сучасних держав в умовах безпекових геополітичних викликів. За результатами проведеного дослідження було: 1) охарактеризовано джерельну базу дослідження проблематики вепонізації енергоресурсів як інструмента зовнішньої політики; 2) визначено методологічні підходи до аналізу проблематики вепонізації енергоресурсів; 3) досліджено поняття, зміст, особливості вепонізації енергоресурсів; 4) з’ясовано роль енергетичних ресурсів у зовнішній політиці сучасних держав; 5) розкрито використання інструмента вепонізації енергоресурсів у зовнішній політиці на прикладах недемократичних держав. Доведено робочу гіпотезу про енергоресурси сьогодні цілеспрямовано використовуються як інструмент досягнення цілей на міжнародній арені [3; 5]. На основі аналізу кейсів кількох держав (Росія, Іран, Венесуела, Китай) аргументовано, що енергоресурси використовуються для тиску на держави і навіть посягання на їх суверенітет [2; 4]. Звернено увагу, що до вепонізації енергоресурсів вдаються як демократичні, так і недемократичні держави, однак недемократичні держави використовують ширший спектр інструментів аж до енергетичного тероризму [1].

Study object – is energy resources as a tool in the implementation of foreign policy by modern states. Scope of research – the peculiarities of using energy resources as a tool and mechanism of influence in the foreign policy of states. Goal of research: to clarify the nature, features, forms of weaponization of energy resources as an instrument of foreign policy in the context of modern security and other challenges. The results of the study include: 1) the source base of the study of the issues of energy resources weaponization as a foreign policy instrument was characterized; 2) methodological approaches to the analysis of the issues of energy resources weaponization were determined; 3) the concept, content, and features of energy resources weaponization were studied; 4) the role of energy resources in the foreign policy of modern states is clarified; 5) the use of the instrument of energy resources weaponization in foreign policy is revealed on the examples of non-democratic states. The author proves the working hypothesis that nowadays energy resources are purposefully used as a tool for achieving goals in the international arena [3; 5]. Based on the analysis of the cases of several states (Russia, Iran, Venezuela, China), it is argued that energy resources are used to exert pressure on states and even to violate their sovereignty [2; 4]. It is noted that both democratic and non-democratic states resort to the weaponization of energy resources, but non-democratic states use a wider range of tools, including energy terrorism [1].
