Роль США в боротьбі з міжнародним тероризмом (2020-2025 рр.)

Abstract

Всі країни світу, головно найпотужніші міжнародні актори, як-от США, стикаються з терористичними загрозами для своїх громадян, що змушує їх шукати відповідні рішення та активності для зменшення/уникнення значних політичних, економічних та моральних втрат. На початку другого десятиліття ХХІ століття сукупність терористичних загроз для США не зменшились; відтак, актуальними видаються дослідження національної політики та інструментів США у боротьбі з тероризмом впродовж 2020-2025 років, із врахуванням різних аспектів контр-терористичної політики та взаємодій з партнерами (як щодо внутрішнього тероризму, так і глобального), відповідно до узгодженого рівня терпимості до такого роду ризиків. Об’єктом дослідження є тероризм як глобальна та національна загроза для США. Предметом дослідження є особливості внутрішньої політики та міжнародної співпраці США у боротьбі з тероризмом у 2020-2025 роках. Метою дослідження є з’ясування ролі США у боротьбі з міжнародним тероризмом у 2020-2025 рр. У бакалаврській кваліфікаційній роботі проаналізовано джерельну базу та стан дослідження проблематики формування та трансформації контртерористичної політики США. Здійснено огляд сучасних трендів трансформації терористичної загрози, із врахуванням зростання кількості випадків внутрішнього тероризму [3]. Вивчено складну антитерористичну нормативно-правову систему та систему інституцій, спрямовану на зменшення загрози терористичних атак в країні [1; 4; 5]. Наголошено, що Сполучені Штати започаткували нову антитерористичну політику, перейшовши від військово-орієнтованого підходу за лідерства США до підходу, за якого надається пріоритет дипломатії, розбудові партнерського потенціалу та попередженню загроз. Проаналізовано роль та значення тероризму внутрішнього походження та іноземні терористичні загрози Сполученим Штатам та інтересам США. Стверджується, що Україна може і повинна залучати та імплементовувати досвід США, а також увагу слід звертати й на спільні дії зі США у світлі російсько-української війни, активно працювати над тим, щоб у США Росію було визнано державою-спонсором тероризму [2].

All countries of the world, especially the most powerful international actors, such as the United States, face terrorist threats to their citizens, which forces them to seek appropriate solutions and activities to reduce/avoid significant political, economic and moral losses. At the beginning of the second decade of the 21st century, the totality of terrorist threats to the United States has not decreased; therefore, it seems relevant to study the national policy and instruments of the United States in the fight against terrorism during 2020-2025, taking into account various aspects of counterterrorism policy and interactions with partners (both domestic and global terrorism), in accordance with the agreed level of tolerance for such risks. Study object – terrorism as a global and national threat to the United States. Scope of research – the features of the domestic policy and international cooperation of the United States in the fight against terrorism in 2020-2025. Goal of research – to clarify the role of the United States in the fight against international terrorism in 2020-2025 The bachelor’s qualification work analyzes the source base and the state of research on the issues of formation and transformation of the US counterterrorism policy. A review of current trends in the transformation of the terrorist threat is carried out, taking into account the increase in the number of cases of domestic terrorism [3]. The complex anti-terrorist regulatory and legal system and the system of institutions aimed at reducing the threat of terrorist attacks in the country are studied [1; 4; 5]. It is emphasized that the United States has launched a new anti-terrorist policy, moving from a military-oriented approach under US leadership to an approach that prioritizes diplomacy, building partnership potential, and preventing threats. The role and significance of domestic terrorism and foreign terrorist threats to the United States and US interests are analyzed. It is argued that Ukraine can and should attract and implement the experience of the United States, and attention should also be paid to joint actions with the United States in light of the Russian-Ukrainian war, and actively work to ensure that Russia is recognized in the United States as a state sponsor of terrorism [2].
