Система соціального страхування в Україні в умовах воєнного стану

Abstract

Повномасштабна війна РФ проти України створила нові виклики для системи соціального страхування: масове переміщення населення, зростання безробіття, втрата працездатності, необхідність фінансування страхових виплат в умовах обмежених бюджетних ресурсів. Це зумовлює актуальність дослідження ефективності її функціонування в умовах воєнного стану. Об’єкт дослідження: система соціального страхування України як складова державної політики соціального захисту. Предмет дослідження: теоретико-методичні підходи та практичні механізми реалізації соціального страхування в умовах воєнного стану. Мета дослідження – здійснити всебічний аналіз сучасного стану системи соціального страхування в умовах воєнного стану, та розробити рекомендації для підвищення її ефективності і стійкості до кризових викликів. Результати дослідження: у роботі розглянуто ключові аспекти функціонування системи в умовах воєнного стану, виявлено проблеми, пов’язані з фінансуванням та організацією страхових виплат. Визначено, що в умовах воєнного стану система стикається з низкою актуальних проблем, серед яких: значне зменшення надходжень до соціальних фондів через зниження рівня зайнятості, руйнування інфраструктури, збільшення кількості постраждали осіб та потреб у соціальних виплатах. У результаті запропоновано практичні рекомендації для вдосконалення системи.

The full-scale war of the Russian Federation against Ukraine has created new problems for the social insurance system: mass displacement of the population, increasing unemployment, loss of working capacity, the need to finance insurance payments in conditions of limited budgetary resources. This makes it urgent to study the effectiveness of its functioning in conditions of martial law. Object of research: the social insurance system of Ukraine as a component of the state policy of social protection. Subject of research: theoretical and methodological approaches and practical mechanisms for implementing social insurance under martial law. The purpose of the study is to conduct a comprehensive analysis of the current state of the social insurance system under martial law, and to develop recommendations to increase its efficiency and resilience to crisis challenges. Research results: the paper examines key aspects of the functioning of the system under martial law, identifies problems related to financing and organizing insurance payments. It was determined that under martial law, the system faces a number of urgent problems, including: a significant decrease in revenues to social funds due to a decrease in employment, destruction of infrastructure, an increase in the number of victims and needs for social payments. As a result, practical recommendations for improving the system are proposed.
