Публічна дипломатія Швейцарії у ХХІ столітті

Abstract

Публічна дипломатія Швейцарії є важливим інструментом її зовнішньої політики, який активно використовувався для формування та підтримки її позитивного міжнародного іміджу, а також для зміцнення зв'язків з іншими країнами [1]. В умовах глобалізації та швидких технологічних змін публічна дипломатія стала не лише засобом просування національних інтересів, а й важливим компонентом міжнародного взаєморозуміння та співпраці [2]. Метою цієї роботи є дослідження публічної дипломатії Швейцарії, її еволюції, механізмів реалізації та пріоритетних напрямків. Окрему увагу приділено взаємодії Швейцарії з Україною, зокрема в контексті миротворчих ініціатив, гуманітарної допомоги та підтримки європейської інтеграції України [1]. Об'єктом дослідження є публічна дипломатія Швейцарії та її вплив на міжнародні відносини. Предметом дослідження є інструменти та стратегії публічної дипломатії Швейцарії, які сприяють її впливу на міжнародну політику, зокрема в рамках глобальних і регіональних ініціатив [5]. Мета роботи полягає у вивченні ролі публічної дипломатії Швейцарії як стратегічного інструменту зовнішньої політики, виявленні її основних напрямків та аналізі результатів, досягнутих у сфері міжнародного співробітництва. У роботі досліджено теоретичні засади публічної дипломатії, зокрема її еволюцію від державоцентричного підходу до інклюзивної стратегії, яка включає недержавні актори [4]. Визначено важливість використання цифрових платформ для досягнення зовнішньополітичних цілей та зміцнення національного іміджу Швейцарії [5]. Особливу увагу приділено гуманітарним ініціативам Швейцарії, її участі в миротворчих процесах та підтримці України [1]. Швейцарія, завдяки нейтральності, ефективно виступає посередником у конфліктах, що підвищує її міжнародний авторитет [3]. Визначено стратегічні пріоритети Швейцарії, такі як екологічна дипломатія, гуманітарна допомога, культурні проекти та економічна дипломатія через "Swiss Global Enterprise" [6], що сприяють підвищенню її репутації та зміцненню позицій на міжнародній арені.

Switzerland’s public diplomacy is a vital tool of its foreign policy, actively employed to shape and maintain its positive international image and to strengthen ties with other nations [1]. In the context of globalization and rapid technological transformations, public diplomacy has evolved into not only a mechanism for advancing national interests but also a crucial element of international understanding and cooperation [2]. This thesis aims to explore the development of Switzerland’s public diplomacy, the mechanisms of its implementation, and its key strategic directions. Particular attention is devoted to Switzerland’s engagement with Ukraine, especially in the spheres of peacekeeping initiatives, humanitarian aid, and support for Ukraine’s European integration [1]. The object of this research is Switzerland’s public diplomacy and its impact on international relations. The subject of the study is the tools and strategies of Swiss public diplomacy that enhance its influence on international policy, particularly within global and regional initiatives [5]. The purpose of the thesis is to examine the role of Swiss public diplomacy as a strategic instrument of foreign policy, to identify its key directions, and to analyze the results achieved in the field of international cooperation. The work explores the theoretical foundations of public diplomacy, particularly its evolution from a state-centric model to an inclusive strategy that embraces non-state actors [4]. The significance of digital platforms in achieving foreign policy goals and strengthening Switzerland’s national image is emphasized [5]. Special focus is placed on Switzerland’s humanitarian initiatives, its peacebuilding efforts, and its support for Ukraine [1]. Switzerland’s neutrality enhances its effectiveness as a mediator in conflicts, reinforcing its global credibility [3]. The strategic priorities of Switzerland—such as environmental diplomacy, humanitarian aid, cultural projects, and economic diplomacy through "Swiss Global Enterprise" [6] — are defined as key contributors to its reputation and position on the global stage.
