Державна політика підвищення енергоефективності житлового будівництва у ЄС

Abstract

У статті досліджено європейський досвід державної політики енергоефективності у секторі житлового будівництва та проаналізовано основні нормативно-правові акти ЄС, що регулюють цю сферу. Особливу увагу приділено еволюції політики енергоефектив- ності, починаючи з кінця XX ст. до сьогодення, з акцентом на основні виклики та ре- зультати реалізації відповідних директив. Розглянуто фінансові та макроекономічні під- ходи до оцінювання енергоефективності, механізми адміністративного та економічного регулювання. Узагальнено основні інструменти державної політики енергоефективності у житловому будівництві, які потребують імплементації в Україні для адаптації націо- нального законодавства до стандартів ЄС. Виділено три основні групи напрямів дер- жавної політики: технічні та нормативні заходи, інфраструктурний розвиток та інтег- рація, фінансово-економічні та регуляторні механізми.

The article investigates the European experience of state policy regarding energy efficiency in the residential construction sector and analyzes the primary EU regulations that govern this area. Particular attention is given to the evolution of energy efficiency policy from the late 20th century to the present, with an emphasis on the main challenges and outcomes of implementing the respective directives. The article explores financial and macroeconomic approaches to assessing energy efficiency, as well as the mechanisms of administrative and economic regulation. It summarizes the key instruments of state energy efficiency policy in residential construction that need to be implemented in Ukraine to align its national legislation with EU standards. Three primary policy direction groups are identified: technical and regulatory measures, infrastructure development and integration, and financial-economic and regulatory mechanisms. The implementation of European energy efficiency standards in Ukraine’s residential sector will lead to several significant outcomes: reduction in energy consumption; economic impact; improvement in the standard of living; environmental sustainability; integration into the European energy space. Thus, the adaptation of Ukrainian legislation to European energy efficiency standards in residential construction is a necessary condition for sustainable development, energy security, and the country’s European integration. The implementation of the relevant measures requires a comprehensive approach, with coordinated efforts from the government, business, and society, which will ensure long-term positive effects for the economy and the environment. Further research in the field of energy efficiency in residential construction should focus on identifying optimal mechanisms for the implementation of modern technologies, improving state policy and regulatory frameworks, mobilizing financial resources, and enhancing environmental efficiency. A comprehensive approach to these issues will contribute to increasing Ukraine’s energy security, reducing energy consumption in the residential sector, and integrating the country into the European energy space.
