Обґрунтовано концептуальну модель системи ННТД, охарактеризовано моделі взаємодії підсистем системи ННТД. Розроблено типологізацію систем наукової та науково-технічної діяльності ЗВО з урахуванням їхніх структурних та змістових особливостей. Удосконалено методологічні положення з аналізування та оцінювання результативності систем ННТД на засадах симптоматичної діагностики. Розвинено теоретико-методологічні засади оцінювання впливу різних чинників на фінансово-економічну результативність ННТД, удосконалено інструментарій мотивування наукових і науково-педагогічних працівників. Розвинено інструментарій побудови стратегій наукової і науково-технічної діяльності, виокремлено ключові показники результативності наукової і науково-технічної діяльності та сформульовано визначальні чинники щодо впровадження стратегії. Диссертация посвящена разработке теоретико-методологических и методико-прикладных основ формирования и развития систем научной и научно-технической деятельности в высших учебных заведениях. Обоснована концептуальная модель системы ННТД, охарактеризованы модели взаимодействия подсистем системы ННТД. Разработана типологизация систем научной и научно-технической деятельности с учетом их структурных и содержательных особенностей. Усовершенствовано методологические положения анализа и оценки результативности систем ННТД с помощью симптоматической диагностики. Развиты теоретико-методологические основы оценки влияния различных факторов на финансово-экономическую результативность научной и научно-технической деятельности, усовершенствован инструментарий мотивации научных и научно-педагогических работников. A set of indicators for diagnosing the state of the scientific and scientific-technical activity system of higher education institutions has been proposed; and the indicators have been grouped according to the subsystems that reflect the most important trends of the scientific and scientific-technical activity. The systems of the scientific and scientific-technical activity of higher education institutions, distinguished on the basis of “The amount of subjects of scientific and technical activity”, have been symptomatically diagnosed as large and medium-sized ones. The set of positive and negative features (symptoms), which reflect changes in the state of the system for a definite period, has been determined, and their causes have been analysed. The motivation techniques for scientific and pedagogical personnel have been improved, the systematization of the criteria of scientific and pedagogical staff awarding for their scientific achievements has been worked out, and such criteria as achieving the value of the h-index in the abstract and citation databases of peer-reviewed research literature Scopus and Web of Science, equal to 10 and above; submitting of the journal to the databases Scopus and Web of Science; and increasing of journal’s quartile have been introduced. The necessity of scientific and pedagogical staff’s publishing activity ratings formation as an instrument of motivation has been provided. The method of scientific and pedagogical staff’s publishing activity ratings formation by the indicator, calculated as the average number of scientific publications (monographs, articles, thesis of the scientific conferences) for a certain period, has been developed. The theoretical and methodological principles of estimating the influence of various factors on the financial and economic efficiency of the scientific and scientific-technical activity system have been developed. The models of the dependence of financial and economic results of scientific and scientific-technical activity on time have been presented, the factors of influence on their formation have been established and investigated. Multifactorial regression models describing the dependence of the results (financial revenue to the University budget through research and development) on the certain explanatory variables (the number of published articles in professional journals and the scientific journals indexed by the abstract and citation databases of peer-reviewed research literature, the amount of patents) have been provided. It has been suggested to systematize the possible strategies for the effective functioning of modern higher education institutions by including the strategy of educational, scientific and scientific-technical activity, innovative, international (internationalization), staff development, marketing and financial activity. The toolkit for the development of scientific and scientific-technical activity strategies has been presented, the key indicators of the scientific and scientific-technical activity efficiency have been underlined and the determinants of the strategy implementation have been defined.
