Item Особливості дотримання демократичних принципів виборів під час позачергових президентських та парламентських виборів 2014 р. в Україні(Видавництво Львівської політехніки, 2015) Бучин, МиколаНа основі аналізу звітів міжнародних та вітчизняних спостерігачів досліджуються основні проблеми та особливості позачергових президентських та парламентських виборів 2014 р. в Україні. З’ясовано рівень дотримання демократичних принципів виборів у вітчизняній електоральній практиці 2014 р. The article dwells upon main problems and characteristics of special presidential and parliamentary elections in Ukraine in 2014. The research is based on the reports of international and national observers. The main attention is paid to the following problems of national electoral practice in 2014: holding the election on the whole territory of Ukraine; compiling registry of voters; formation and activity of election commissions; nomination and registration of electoral subjects; pre-election campaigning; election transparency; problems during the voting process and vote counting. The emphasis is put on the fact that, despite tough conditions, the elections were an important step in an attempt of Ukrainian authorities to conduct elections in compliance with international democratic standards and ensure implementation of fundamental human rights and freedoms. Growth of adherence to democratic principles was enabled by different factors, among which the following ones are worth mentioning: substitution of political elite; the campaign towards reformation and democratization of political system; social and political situation in the country; growth of political consciousness and culture of the citizens as a result of the Revolution of Dignity. At the same time, the article highlights that certain problems and violations demand taking into account proposals of international and national experts which are directed towards democratization of electoral practices. The main attention should be paid to adaptation of electoral legislation and electoral practices to the reality of military conflict in the East of Ukraine and security issues for participants of the election process; increasing of election transparency; providing professional and efficient work of election commissions; adoption of the Electoral Code, etc.Item Індекс демократичних виборів в Україні(Видавництво Львівської політехніки, 2014) Бучин, МиколаНа основі розробленої комплексної моделі демократичних виборів досліджено її особливості в Україні. Використовуючи власну методику, автор обчислює Індекс демократичних виборів під час виборчих кампаній в Україні. Індекс є відносною величиною, що показує відповідність реального стану конкретних українських виборчих перегонів ідеальній моделі демократичних виборів. In the article the author on the basis of the designed comprehensive model of democratic elections researches its peculiarities in Ukraine. The model is based on democratic principles of elections. On the basis of their analysis the author distinguishes the indicators of democratic elections, in other words, the conditions of realization of elections, observance or nonobservance of which will testify to the level of democratic character of electoral process. Each indicator is divided into constituents. They can be considered in two planes: in the sphere of legislation (de jure constituents) and in the sphere of electoral practice (de facto constituents). It gives an opportunity to fully describe the institute of democratic elections and define its Index. Each of democratic principles of elections, indicators, and their constituents has its appropriated amount of points according to their «weight», importance in providing the democratic character of elections. The author introduces into a scientific circulation such category as Index of democratic elections. It is a relative value that shows accordance of the real state of particular electoral races to the ideal model of democratic elections. The Index of democratic elections can acquire a numerical value from 0 (elections are fully undemocratic) to 1 (elections are fully democratic). Using own methodology, the author examines the peculiarities of electoral campaigns in Ukraine from 1990 to present time, calculates Index of democratic elections in our state. It is found out, that until 2004 the Index of democratic elections had been declining. After «orange revolution» the level of democratic character of elections grew substantially, however, since 2007 it has been gradually declining again.Item Результати виборів 2012 р. в Україні: уроки для кримськотатарської спільноти(Видавництво Львівської політехніки, 2013) Щерба, Оксана; Лібрук-Ліпкевич, СвітланаПроаналізовано можливості реалізації політичних інтересів етнічних та національних меншин в Україні, зокрема кримськотатарського населення, з часу проголошення незалежності нашої держави та повернення репатрійованого народу на територію Кримського півострова. The article explores the political interests of ethnic and national minorities in Ukraine, including population of the Crimean Tatars after the Declaration of Ukrainian Independence and the return of repatriated people to Crimea. The article gives a detailed analysis of the changes that occurred in a composition of the majoritarian deputies from Lviv and Khmelnitskyi Regions to the Verkhovna Rada of Ukraine during the modern period of Ukrainian statehood development. Furthermore, this article describes the main features of the deputies from the abovementioned regions, as well as their common and unique characteristics. The paper considers the absenteeism as the variety of low political activity of citizens. The authors analyze factors that define the absenteeism level during the election period and observe peculiarities of their influence upon the electoral activity. The article observes the alternative methods of voting as the factors that promote the realization of active electoral citizen right. The article shows the meaning and special features of list of electors composing as the condition due to which citizens suffrage is supplied. Special attention is paid to the analysis of Ukrainian legislation regulating the procedure of list of electors composing. Essence and methods of activation of political participation of citizens is considered. The different forms of political participation and influence are analysed on a public policy. Reasons of passivity of citizens are also resulted in political life of the state.
