Item Видова специфіка політичної мобілізації(Видавництво Львівської політехніки, 2015) Ямельницький, ОлегРозглянуто специфіку суспільно-політичної активності громадян за різних політичних режимів (тоталітарного, авторитарного, демократичного), яка досягається за допомогою різноманітних чинників мобілізації. Досліджено політичну мобілізацію у її негативному (авторитарна, вертикальна, примусова) та позитивному (змагальна, горизонтальна, демократична) контекстах. Наголошується на необхідності уникнення спрощеного однобокого трактування політичної мобілізації як однозначно негативної, а сучасну політичну ситуацію необхідно аналізувати крізь призму співіснування вертикальних і горизонтальних проявів мобілізації із зростанням переважання останньої. The paper examines the features of the social and political participation of citizens under different political regimes (totalitarian, authoritarian, democratic) that is achieved by means of various mobilisation factors. The author analyses the political mobilisation in its negative (authoritarian, vertical, forced) and positive (competitive, horizontal, democratic) contexts. He emphasises the necessity to avoid a simplistic one-sided interpretation of the political mobilisation as an unambiguously negative factor. In his view, the current political situation should be analysed in the light of the coexistence of vertical and horizontal mobilisation types with the increasing predominance of the latter one. It is proved that the totalitarian or rigidly authoritarian political regimes are characterised by a large-scale social and political mobilisation (authoritarian) that covers the whole social life system. This type of the mobilisation permeates the entire social life system and serves as a way of suppressing any individuality, autonomy and the person’s initiative. The competitive mobilisation type prevails under the democratic political regime. It involves a conscious citizen participation in social and political affairs enabling them to be free in their choice of political behaviour. The growth of the population percentage choosing an active strategy of being competitively mobilised leads to some structural changes in the political system and causes changes in public, social and political people’s viewpoints through the renunciation of the previous collectivist experience, the paternalistic expectations and the negative mobilisation. On the other hand, the author argues that this mobilisation type can also be a threat to the democratisation process and democratic consolidation.Item Система стримувань і противаг як атрибут демократії: порівняльний аналіз особливостей функціонування у різних формах правління(Видавництво Львівської політехніки, 2015) Забавська, Христина; Бучин, МиколаРозглядається система стримувань і противаг як атрибут демократії. На основі розробленої формули обчислюється коефіцієнт дисбалансу повноважень між гілками влади на прикладі США, Німеччини, Франції, Польщі та України, які репрезентують основні форми правління сучасності. The article considers the system of checks and balances as an attribute of democracy. The calculation formula of coefficient of disbalance of powers (CD), which enables to determine the level of efficiency of checks and balances mechanism is developed. The coefficient shows the balance / disbalance of powers between the branches of government. The components of the formula are the coefficients of powers of each branch of government: LP – coefficient of powers of legislative branch; EP – coefficient of powers of executive branch (including the institute of head of state and government); JP – coefficient of powers of judicial branch. The maximum value of the coefficients of powers of each branch can be equal to 100, and the minimum is 0. With all three coefficients of powers (LP, EP, JP), due to the operation of subtraction possible disbalances of powers can be calculated: 1) LP – EP = | x |; 2) LP – JP = | y |; 3) EP – JP = | z |. The sum of all three values (| x |, | y |, | z |) is a required CD. For more objective and applied research value the indicator of democracy level in a particular country is used: the resulting value of CD is divided by Democracy Index «The Economist Intelligence Unit» (CD ÷ ID). On the basis of the developed formula the coefficient of disbalance of powers is calculated using the example of the United States, Germany, France, Poland and Ukraine, which represent the main modern forms of government. Having compared the system of checks and balances in these countries, we obtained the following results: USA – 8,6; Germany – 6,7; France – 8,9; Poland – 9,8. For Ukraine by the Constitution of 1996 CD = 6,8, which shows the average balance of powers. According to the Constitution of 2004 CD = 5,07. Taking into account these results, it becomes clear that a parliamentary-presidential republic is more optimal for Ukraine.Item Особливості дотримання демократичних принципів виборів під час позачергових президентських та парламентських виборів 2014 р. в Україні(Видавництво Львівської політехніки, 2015) Бучин, МиколаНа основі аналізу звітів міжнародних та вітчизняних спостерігачів досліджуються основні проблеми та особливості позачергових президентських та парламентських виборів 2014 р. в Україні. З’ясовано рівень дотримання демократичних принципів виборів у вітчизняній електоральній практиці 2014 р. The article dwells upon main problems and characteristics of special presidential and parliamentary elections in Ukraine in 2014. The research is based on the reports of international and national observers. The main attention is paid to the following problems of national electoral practice in 2014: holding the election on the whole territory of Ukraine; compiling registry of voters; formation and activity of election commissions; nomination and registration of electoral subjects; pre-election campaigning; election transparency; problems during the voting process and vote counting. The emphasis is put on the fact that, despite tough conditions, the elections were an important step in an attempt of Ukrainian authorities to conduct elections in compliance with international democratic standards and ensure implementation of fundamental human rights and freedoms. Growth of adherence to democratic principles was enabled by different factors, among which the following ones are worth mentioning: substitution of political elite; the campaign towards reformation and democratization of political system; social and political situation in the country; growth of political consciousness and culture of the citizens as a result of the Revolution of Dignity. At the same time, the article highlights that certain problems and violations demand taking into account proposals of international and national experts which are directed towards democratization of electoral practices. The main attention should be paid to adaptation of electoral legislation and electoral practices to the reality of military conflict in the East of Ukraine and security issues for participants of the election process; increasing of election transparency; providing professional and efficient work of election commissions; adoption of the Electoral Code, etc.Item Індекс демократичних виборів в Україні(Видавництво Львівської політехніки, 2014) Бучин, МиколаНа основі розробленої комплексної моделі демократичних виборів досліджено її особливості в Україні. Використовуючи власну методику, автор обчислює Індекс демократичних виборів під час виборчих кампаній в Україні. Індекс є відносною величиною, що показує відповідність реального стану конкретних українських виборчих перегонів ідеальній моделі демократичних виборів. In the article the author on the basis of the designed comprehensive model of democratic elections researches its peculiarities in Ukraine. The model is based on democratic principles of elections. On the basis of their analysis the author distinguishes the indicators of democratic elections, in other words, the conditions of realization of elections, observance or nonobservance of which will testify to the level of democratic character of electoral process. Each indicator is divided into constituents. They can be considered in two planes: in the sphere of legislation (de jure constituents) and in the sphere of electoral practice (de facto constituents). It gives an opportunity to fully describe the institute of democratic elections and define its Index. Each of democratic principles of elections, indicators, and their constituents has its appropriated amount of points according to their «weight», importance in providing the democratic character of elections. The author introduces into a scientific circulation such category as Index of democratic elections. It is a relative value that shows accordance of the real state of particular electoral races to the ideal model of democratic elections. The Index of democratic elections can acquire a numerical value from 0 (elections are fully undemocratic) to 1 (elections are fully democratic). Using own methodology, the author examines the peculiarities of electoral campaigns in Ukraine from 1990 to present time, calculates Index of democratic elections in our state. It is found out, that until 2004 the Index of democratic elections had been declining. After «orange revolution» the level of democratic character of elections grew substantially, however, since 2007 it has been gradually declining again.Item Політико-культурні чинники мобілізації до політичної участі(Видавництво Львівської політехніки, 2014) Ямельницький, ОлегРозглянуто значення політико-культурних чинників, які визначають спрямованість та форми дій з мобілізації політичної участі громадян. Наголошено, що особливе значення під час вивчення мобілізаційних механізмів активізації політичної участі належить джерелам активності – мотивам та мотивації. Досліджено сукупність мотиваційних сфер, щодо яких можуть бути застосовані чинники мобілізації: організаційно-практичної (утилітарної) мотивації; організаційно-інституційної мотивації; організаційного менталітету. The role of political and cultural factors that determine the direction and the forms of actions that comes from the mobilization of the political participation of citizens is observed. It is noted that the particular importance in the study of the mechanisms of activation of the mobilization of political participation belongs to sources of activity – the motives and motivations that determine its important parameters such as energy, direction and duration. The work investigates a set of motivational areas for which can be applied the mobilization factors: organizational and practical (utilitarian) motivation (a group of specific factors of mobilization that are related with benefits and the practical usage), organizational and institutional motivations (factors that are related to the creation of the sustainable social and organizational experience of a joint activity, the activation of grouped, substructural and intergroup relations and communications), the organizational mentality (the system of underlying values that pre-determines the position of the personality in a complex system of a social relations). It is argued about the need for the formation of participatory civil society that is characterized by the transition from «the cultural domination» to «the culture of coordination»; the substitution principle «knowledge is a power» to «knowledge is the possibility of action», the transition from elite to mass political communication, from elitist to participatory democracy, a combination of vertical and horizontal authority in networked democracy, the representative democracy, in lieu of mass direct participation by means of a mass communication; the departization and the decentralization of the apparatus of a state power, etc.Item Роль сучасних суспільно-політичних рухів у розвитку української державності(Видавництво Львівської політехніки, 2014) Зубар, ВолодимирРозглянуто діяльність суспільно-політичних рухів у сучасній Україні, їх типи та функції, вплив на розвиток громадянського суспільства та демократії. Особливу увагу звернено на аналіз діяльності Народного руху України, руху «Пора», Євромайдан. The article covers the activities of social and political movements in contemporary Ukraine, their types and functions, impact on the development of civil society and democracy. The subject matter of this research is of immediate interest because social and political movements play an important role in the development of the political system, are a form of expression of people’s civil and political involvement. In democratic countries, public political movements act as an important institutional channel for engaging people in politics, forming the ruling elite, developing the state policy. The article generalizes theoretical foundations of the activities of social and political movements, specifies their structural and functional features, expands on the concept of a «social and political movement». It applies general scientific methods such as historical, comparative, structural functional methods. They allow a comprehensive analysis of the evolution of contemporary social and political movements in Ukraine, the reasons of their emergence and results of their activities. A significant empirical base has been applied, including materials from the press that allow analysis of current activities of social and political movements. The following were subject to detailed examination: special features of the functioning of transformation movements (aimed at radical changes in societies); reform movements (aimed at changing only some aspects of the existing social order); rescue movements (aimed at liberating people from such path in life that is considered as sinful), and alternative movements (intended to achieve partial change). Special focus is put on the analysis of the preceding conditions of emergence and activity of the People’s Movement of Ukraine, «Pora» Movement, Euromaidan, their functions are defined and the results of their activity and prospects of further development are shown.
