Проаналізовано значення іномовлення у реалізації зовнішньополітичних стратегій сучасних держав та обґрунтовано його визначальну роль у позиціонуванні та популяризації держав на міжнародній арені, створенні позитивного іміджу країни. Доведено, що ефективно організована система іномовлення – результативна форма комунікації країни зі світовою громадськістю, важливий напрям зовнішньої політики, ефективний інструмент у захисті національних інтересів. Охарактеризовано основні етапи становлення іномовлення як складової медіа-комунікацій сучасних держав; проаналізовано організаційні та політико-правові засади й принципи функціонування системи іномовлення провідних зарубіжних країн у глобальному інформаційному просторі. На основі аналізу зарубіжного досвіду функціонування іномовних інститутів надано практичні рекомендації щодо удосконалення системи іномовлення України та окреслено напрями її реформування.Item Institutional and legal aspect of international cooperation in the formation of the European information society, its effective functioning and safety providing(Lviv Politechnic Publishing House, 2018-04-12) Ільницька, Уляна; Ilnytska, Uliana; Національний університет “Львівська політехніка”; Lviv Polytechnic National UniversityВисвітлено актуальну проблему формування, ефективного функціонування Європейського інформаційного суспільства, створення системи безпеки та протидії негативним інформаційно-психологічним впливам. Наголошено, що Європейське інформаційне суспільство є невід’ємною частиною глобального інформаційного простору, важливою інформаційно-комунікативною складовою міжнародної співпраці, створення ефективних інституційних механізмів та розроблення нормативно-правової бази – пріоритетне завдання суб’єктів як європейського, так і світового політичних процесів. Розглянуто концептуальні документи, які становлять нормативно-правову основу Європейського інформаційного суспільства; особливу увагу зосереджено на інституційному вимірі його функціонування та досліджено роль міжнародних організацій у втіленні стратегічної моделі розвиненого безпекового інформаційного суспільства Європи. У результаті комплексного дослідження інформаційної політики регіональних європейських й міжна- родних інститутів, урядових міжнародних організацій та низки неурядових об’єднань обґрунтовано, що визначальна роль у формуванні нормативно-правової бази, регулюванні інформаційних відносин належить ООН, Раді Європи та ЄС; активізація міждержавної співпраці в інформаційній сфері, реалізація демократичних цінностей – стратегічне завдання ЮНЕСКО; пріоритетна функція Міжнародного Союзу електрозв’язку – технічне забезпечення розвитку інформаційної сфери на міжнародному та європейському рівнях; домінантним інституціями у формуванні європейської інформаційної безпеки, боротьбі з кібератаками – є НАТО, ОБСЄ. Крім того, (у контексті активізації інформаційної агресії з боку Російської федерації) значно посилилась роль Європейського союзу у протидії пропагандистським негативним інформаційно-психологічним технологіям. This article motivates the necessity of creation of the positive political image of Ukrainian Armed Forces, considerates the model of image, analyses the factors which have an influence on its formation.Item Інформаційна безпека України: сучасні виклики, загрози та механізми протидії негативним інформаційно-психологічним впливам(Lviv Politechnic Publіshing House, 2016) Ільницька, УлянаДосліджено проблему інформаційної безпеки України та захисту національного інформаційного простору від негативних пропагандистсько-маніпулятивних інформаційно-психологічних впливів. Проаналізовано теоретичні підходи до визначення сутності поняття інформаційна безпека; всебічно досліджено види реальних і потенційних інформаційних загроз для медіапростору України, охарактеризовано специфіку експансіоністської політики Російської федерації проти України; надано практичні рекомендації щодо вдосконалення державної інформаційної політики та створення ефективної системи інформаційної безпеки України. The article is devoted to the topical issue of Ukrainian information security and protection of the national information space from negative propagandistic and manipulative information-psychological impacts. It is emphasized that the problem is actualized under conditions of the Ukraine-Russia conflict when ensuring information security turns into a factor of preserving national identity of Ukraine and its functioning as a sovereign independent state. The article is an attempt to analyze theoretical approaches to defining the nature of such notions as information security and a threat to information security. Particular attention is paid to investigation of information expansion by the Russian Federation aimed at securing its domination within the Ukrainian media space. Technologies of Russian information-psychological operations based on biased and tendentious coverage of facts and phenomena, distortion, misrepresentation, and miscommunication of information are analyzed. The article comprehensively studies types and kinds of real and potential information threats to media space of Ukraine and Ukrainian sovereignty; analyzes mechanisms of exerting negative propagandistic information-psychological influences. Particular attention is paid to methods of national information space protection, counteraction to wide-scale information-psychological influences, wars and operations. The research introduces developed recommendations concerning formation of strategic directions of the state policy in the sphere of ensuring Ukrainian information security, improving normative and legal basis for preserving information sovereignty of Ukraine, protecting its national space.Item Інформаційна стратегія органів державної влади України: особливості формування та реалізації у глобальному інформаційному просторі(Lviv Politechnic Publіshing House, 2015) Ільницька, УлянаОбґрунтована необхідність формування ефективної інформаційної стратегії органів державної влади в Україні, яка б відповідала європейським і світовим стандартам. Окреслено критерії та принципи ефективної інформаційної стратегії; проаналізовано її нормативно-правове забезпечення; висвітлено механізми реалізації. The article dwells upon the problem of formation and efficient realization of the information strategy of the bodies of state power of Ukraine which would meet European and world standards and facilitate the integration of our country into the global information space. It is emphasized that the formation and realization of effective information strategy of the bodies of state power represent a primary task since it facilitates complete and qualitative ensuring of rights of the public to information; conduction of the public control over the process of political decisions making; fulfillment of democratic principles of transparency, disclosure, responsibility of authoritative bodies functioning which, in its turn, determines the integration of the state into world information and communication processes. The article characterizes international standards of functioning of the bodies of state power in the global information space; analyzes existing mechanisms of realization of the information strategy of Ukrainian power bodies; characterizes the forms of information preparation and its promulgation. It is highlighted that information provision of state power bodies’ activity needs significant improvement, progressive implementation of innovative information technologies and formation of a single systemic information strategy. The research pays significant attention to analysis of the normative and legal regulation of information relations and information activity of the bodies of state power of Ukraine which is fulfilled on the basis of the Constitution, Laws of Ukraine, resolutions and orders of the Cabinet of Ministers of Ukraine and Verkhovna Rada. The analysis of the normative and legal base has enabled drawing the conclusion that, unfortunately, declared and adopted norms are not implemented in full capacity, mechanisms of their realization are absent because of insufficient funding of the information domain and slow introducing and implementation of innovative information technologies in the activity of the institutions of power.Item Україна–ОБСЄ: активізація співробітництва у формуванні європейської системи безпеки та стабільності(Видавництво Львівської політехніки, 2015) Ільницька, УлянаОхарактеризовано основні етапи та напрямки співробітництва України з ОБСЄ під час формування європейської системи безпеки та стабільності. Проаналізовано форми співпраці України та ОБСЄ у врегулюванні регіональних та міжнародних конфліктів, у стабілізації ситуації на Європейському континенті, розглянуто спільні безпекові проекти, миротворчі місії та операції. Велику увагу зосереджено на результатах головування України в ОБСЄ у 2013 р. Проаналізовано роль ОБСЄ у врегулюванні конфлікту Україна–Російська Федерація. In this article it has been investigated the topical problem of forming the European system of Security and stability via the active cooperation between Organization for Security and Cooperation in Europe (OSCE) and Ukraine (as a OSCE member state). OSCE is considered to be a priority security institution, the main task of which is to prevent conflicts with the help of means of preventive diplomacy, to regulate crisis and post-conflict reconstruction. OSCE plays the main role in the establishing of the European system of entire and equal security. Moreover, OSCE is the only transatlantic security organization, where Ukraine has been the full-fledged member since 1992. The article mainly focuses on the research of different forms and mechanisms of cooperation between Ukraine and OSCE. It is emphasized that Ukraine as the full-fledged member of this security organization plays constructive unifying role in the international security dialog, promotes security in the European region in the political, military, economic, ecological and other dimensions, which in its turn ensures stability in Ukraine. The article dwells in detail on the main stages and areas of cooperation between Ukraine and OSCE in forming the European system of security and stability and elucidates the specific features of activity of our country in regional security dialog. The active cooperation between Ukraine and OSCE results in effective international peacemaking activity of our country, carrying out the joint measures of counteractions of unconventional threats, such as growth of international terrorism, anti-Semitism, intolerance and increasing of conflictogenity in regions. The research focuses on the role of Ukraine as the full-fledged member of OSCE in regulation of «frozen» conflicts; it also highlights the expansion of Ukrainian mission within the OSCE missions and structures.Item «Східне партнерство» як вимір європейської політики сусідства та діалоговий рівень співробітництва України з ЄС(Видавництво Львівської політехніки, 2014) Ільницька, УлянаВивчено актуальну проблему реалізації проекту «Східне партнерство» як виміру Європейської політики сусідства. Розглянуто суспільно-політичні передумови створення проекту, проаналізовано позиції та мотиви держав-ініціаторів; всебічно охарактеризовано суть проекту «Східне партнерство», механізми його реалізації та результати втілення. Значну увагу звернено на аналіз співпраці Європейського Союзу з Україною в межах проекту «Східне партнерство»; висвітлено переваги економічної та політичної євроінтеграції України. Значну увагу звернено на саміт Східного партнерства (м. Вільнюс, 2013 р.); проаналізовано його результати, перспективи подальшої співпраці ЄС з державами-учасницями проекту та з Україною, зокрема. «The Eastern Partnership» is researched as a large-scale project and a regional initiative of the European Union, aimed at expanding and strengthening European integration, activation of the EU cooperation with Eastern European states-partners, holding negotiations between the EU and Ukraine in the economic and political dimensions. This article dwells on the strategy, purposes, and objectives of the initiative regarding both member states and specifically Ukraine. Moreover, the article highlights the evolution and results of the Eastern Partnership project which is considered as an effective political international mechanism. The Eastern Partnership is regarded as the EU aspiration for the institutionalization and liberalization of the neighborhood policy concerning Eastern European countries, as well as the support of those countries’ desire to get closer to democratic values, European standards and norms. The article points out that in the frames of realization of its goals, the project foresees the creation of a new free trade zone, establishment of visa-free regime, cooperation within economic, energy, cultural, educational, and environmental spheres. The article pays a great attention to the analysis of the social political conditions, under which the project was created, as well as to the research of goals, intentions, and positions of interested and engaged in the project subjects. It analyzes, in particular, the motivation of the countries which have initiated the project, Poland and Sweden; it also highlights the positions of France and Russia. The author of the article puts a special focus on the bilateral relations between Ukraine and the EU. In addition to that, one can find here the analysis of advantages and benefits Ukraine could achieve within the economic and political sphere in the frames of realization of the terms of the Eastern Partnership project. Moreover, the article highlights the range of unsolved problems concerning the declared differentiated approach of the EU towards the cooperation with member countries and specifically Ukraine. The position of the Russian Federation on promotion of EU regional programs is discussed as well. It is stated that Russia has a biased view toward the EU integration initiatives and is somewhat opposed to that. The article is largely focused on results and consequences of the Eastern Partnership Summit that was held in Vilnius, on November 28-29, 2013. This important event has grasped attention both of the European society and of the world community. On the basis of results of the Summit, the author analyzes the position of Ukraine concerning the fact that the Ukrainian side unilaterally refused to sign the Association Agreement. The article points out a clear position of the EU towards Ukraine, which is based on the «open-door policy».Item Процес інституціоналізації неурядових міжнародних організацій у світовій політиці(Видавництво Львівської політехніки, 2013) Ільницька, УлянаДосліджено процес інституціоналізації неурядових міжнародних організацій у світовій політиці та становлення їх як активних та впливових суб’єктів міжнародних відносин; розглянуто особливості функціонування перших неурядових організацій; висвітлено динаміку зростання кількості неурядових організацій, відображено активізацію їх діяльності та значний вплив на світовий політичний процес; висвітлено політико-правовий статус сучасних неурядових організацій як інститутів системи міжнародних відносин. The article examines the process of institutionalization of non-governmental organizations in the world politics and the formation of both active and influential actors in international relations, as well as the specifics of functioning of the first non-governmental organizations. The article also gives a comprehensive account of growth dynamics of nongovernmental organizations, describes the revitalization of their activities and shows their significant impact on the global political processes. There is also an overview of the political and legal status of modern non-governmental organizations as entities of the international relations landscape.Item Особливості міжнародно-правової суб’єктності неурядових організацій(Видавництво Львівської політехніки, 2012) Ільницька, УлянаКомплексно та всебічно висвітлюються специфіка та особливості міжнародно-правової суб’єктності неурядових організацій. Визначено роль та політико-правовий статус неурядових організацій як суб’єктів міжнародних відносин, їх вплив на світовий політичний процес. Розкрито сутність та зміст поняття “неурядові міжнародні організації”, розглянуто їх ознаки, функції та підходи до класифікації; визначено джерела нормативно-правового регулювання; охарактеризовано форми та напрями діяльності. Значну увагу приділено аналізу механізмів взаємодії неурядових організацій з міждержавними (міжурядовими) інституціями. Features and peculiarities of international and legal subjectivity of non-governmental organizations are described in the article. Role, political and legal status of non-governmental organizations as subjects of international relations, their impact on political process are defined. Essence and content of the concept “non-governmental international organization”, their characteristics, functions and approaches to classification are described. The sources of normative and legal regulation are defined. Forms and directions of activity are characterized. Considerable attention is devoted to the analysis of the interaction mechanisms between non-governmental organizations and intergovernmental institutions (intergovernmental).Item Парламентська опозиція як інституційний аспект контрольної функції парламенту(Видавництво Львівської політехніки, 2011) Ільницька, УлянаАргументовано доведено, що через функціонування парламентської опозиції та сформований нею опозиційний уряд («тіньовий кабінет міністрів») реалізується функція парламентського контролю. Досліджено політико-правовий статус парламентської опозиції в країнах з різними формами державного правління; визначено цілі та завдання; розглянуто права парламентської опозиції, зокрема – право на формування опозиційного уряду («тіньового кабінету міністрів»); проаналізовано моделі парламентської опозиції, які реалізуються у сучасних країнах. Розглянуто досвід функціонування парламентської опозиції в Україні; наголошено на необхідності формування нормативно-правової бази; проаналізовано окремі законопроекти, які регламентують діяльність парламентської опозиції та опозиційного уряду. It is argued well-proven that through functioning of parliamentary opposition and set up by it an opposition government («shadow cabinet of ministers») the function of parliamentary control will be realized. In the article investigational political-legal status of parliamentary opposition in countries with the different forms of state rule; certainly aims and tasks; rights for parliamentary opposition are considered, in particular is a right on setting up an opposition government(«shadow cabinet of ministers»); the models of parliamentary opposition, which will be realized in modern countries, are analysed. Experience is considered in the article functioning of parliamentary opposition is in Ukraine; it is marked a forming necessity normatively legal bases; separate bills which regulate activity of parliamentary opposition and opposition government are analysed.
