«Мʼяка» сила як інструмент зовнішньої політики Держави Ізраїль у ХХІ столітті

Abstract

У роботі досліджується феномен «м’якої сили» як важливий інструмент сучасної зовнішньої політики на прикладі Держави Ізраїль. В умовах глобалізації, інформаційного суспільства та зростання значення публічної дипломатії Ізраїль активно застосовує «м’яку силу» для формування позитивного іміджу, просування своїх цінностей і посилення міжнародного впливу [1]. Актуальність теми зумовлена тим, що в умовах трансформації міжнародної політики Ізраїль демонструє ефективне поєднання елементів «м’якої сили з традиційною дипломатією, що дозволяє йому не лише зберігати, а й посилювати свій влив на міжнародній арені. Об’єкт дослідження – «м’яка сила» Держави Ізраїль. Предмет дослідження – особливості реалізації «м’якої сили» Ізраїлю у сучасних міжнародних умовах. Мета роботи полягає у всебічному аналізі особливостей реалізації «м’якої сили» у зовнішній політиці Ізраїлю. У межах дослідження проаналізовано джерела, етапи становлення ізраїльської «м’якої сили», її ціннісний потенціал, інституційний вимір, основні інструменти та цільові аудиторії. Особлива увага приділена оцінці ефективності реалізації цієї політики, а також виявленню її проблем і перспектив [2]. Отримані висновки дозволяють глибше зрозуміти роль «м’якої сили» в зовнішньополітичних стратегіях держав і можуть бути корисними для формування аналогічної політики в Україні. Встановлено, що Ізраїль використовує комплексний підхід, поєднуючи культурну, освітню, гуманітарну, релігійну та цифрову дипломатію задля формування позитивного міжнародного іміджу та просування національних інтересів. З’ясовано, що ефективна взаємодія державних і недержавних інституцій сприяє розширенню впливу країни на глобальному рівні, незважаючи на наявні виклики, як-от інформаційна протидія, криза іміджу та геополітична напруга [3]. У роботі також окреслено перспективи розвитку м’якої сили Ізраїлю, які пов’язані з модернізацією публічної дипломатії, зміцненням міжнародної співпраці та оновленням інформаційної стратегії [4, 5].This thesis explores the phenomenon of «soft power» as a key instrument of modern foreign policy, using the case of the State of Israel. In the context of globalization, the information society, and the growing importance of public diplomacy, Israel actively employs «soft power» to build a positive international image, promote its values, and strengthen its global influence [1]. The relevance of the topic is because, in the context of the transformation of international politics, Israel demonstrates an effective combination of elements of «soft power» with traditional diplomacy, which allows it not only to maintain but also to strengthen its influence in the international arena. Study object is the «soft power» of the State of Israel. Scope of research is the specific features of how Israel implements «soft power» in the current international environment. The goal of research is to conduct a comprehensive analysis of the implementation of «soft power» in Israel’s foreign policy. The research analyzes key sources, stages of Israel’s soft power formation, its value potential, institutional framework, main tools, and target audiences. Special attention is given to evaluating the effectiveness of Israel's «soft power» policy and identifying its challenges and prospects [2]. The findings contribute to a deeper understanding of the role of soft power in foreign policy strategies and may be valuable for shaping similar approaches in Ukraine. The study establishes that Israel employs a comprehensive approach, combining cultural, educational, humanitarian, religious, and digital diplomacy to build a positive image and advance national interests. It also reveals that effective cooperation between state and non-state actors contributes to the expansion of Israel’s global influence, despite challenges such as information warfare, image crises, and geopolitical tensions [3]. The thesis outlines prospects for the development of Israel’s «soft power», focusing on the modernization of public diplomacy, enhancement of international cooperation, and revision of its information strategy [4, 5].
