Abstract
Прихильність до традиційних професійних цінностей журналістів має соціально-
конструктивне значення, сприяє розвитку демократичного, громадянського суспільства.
ЗМІ, що ігнорують професійні цінності, закріплені в документах міжнародних
організацій, спричиняють деструктивні проблеми в суспільстві, сприяють його регресу.
Для розвитку демократії, захисту свободи ЗМІ та з метою вдосконалення
національних правових і етичних документів, що містять цінності журналістів України,
для регулювання їхньої професійної діяльності, відповідно до ратифікованих документів
міжнародних організації, членом яких є Україна, проаналізовано документи щодо ЗМІ
міжнародних організацій ООН, Ради Європи, МФЖ, що містять етичні цінності
журналістів, які систематизовані. Встановлено відсутність в Кодексі етики українського
журналіста й українському законодавстві цінностей журналістської етики і визначено
складові, що становлять свободу ЗМІ як найголовніший принцип журналістики, основу
розвитку демократії в країні.
Виявлено, що у документах міжнародних організацій ООН, Ради Європи етична
цінність, принцип свободи ЗМІ передбачають: 1) свободу доступу журналістів до
інформації; 2) свободу шукати, отримувати інформацію під час збирання, перевірки,
уточнення інформації; 3) свободу поширювати інформацію в ЗМІ, незалежно від
кордонів; 4) свободу висловлювання думки або свободи оцінки в ЗМІ без порушення
чинного законодавства; 5) соціальну відповідальність журналістів за опублікований
контент; 6) заборону цензури на етапі збирання інформації, підготовки матеріалів ЗМІ й
після їх обнародування.
The adherence to traditional professional values of journalists has a socio-constructive value and contributes to the development of a democratic, civil society. Media which ignore the professional values listed in the documents of international organizations, cause destructive problems in society and contribute to its regression. In order to develop democracy, protect the freedom of the Ukrainian media, improve national legal and ethical documents with principles and values of journalists to regulate their professional activities in accordance with the ratified documents of international organizations where Ukraine is a member, the article analyzes media documents of international organizations of the UN, Council of Europe and IFJ containing systematized ethical values of journalists. The article confirms the absence of values of journalistic ethics and media freedom components as the main principle of journalism in the Code of Ethics of Ukrainian journalist and Ukrainian legislation, and also the absence of norms which declare the freedom of media as the main principle of journalism and create the basis for development of democracy in the country. The article reveals that documents of international organizations of the United Nations, the Council of Europe state that the ethical value, the principle of freedom of the media consists of: 1) freedom of access to information for journalists; 2) freedom to seek, receive information during collection, verification, clarification of information; 3) freedom to disseminate information in the media, regardless of frontiers; 4) freedom of expression or freedom of evaluation in the media without violating the current legislation; 5) social responsibility of journalists for published content; 6) prohibition of censorship at the stage of information gathering, production of media materials and after their publication.
