Abstract
У статті проаналізовано діяльність державно-політичного проводу ЗУНР-ЗОУНР на завершальному етапі
збройної боротьби за українську державність. Зокрема, відзначено участь у ній колишнього прем’єра ЗУНР –
С. Голубовича, який у період червня-листопада 1919 р. входив до складу Ради уповноважених диктатора
Є. Петрушевича. З’ясовано роль С. Голубовича у переговорному процесі з наддніпрянським урядом стосовно
вироблення умов переходу УГА за Збруч, її матеріального забезпечення, ведення подальших спільних військових
дій, пошуку союзників у боротьбі за відновлення державності тощо.
The article analyzes the activity of the state and political conductor of the UPR-Zunr at the final stage of the armed struggle for the Ukrainian statehood. In particular, the participants of the former prime-Policy board ZUNR – S. Holubovych, who in the period of June-November 1919 was a member of the Council of authorized dictator E. Petrushevych. The prerequisites and results of Chortkiv offensive operation of the Ukrainian Galician Army, characterized the role of S. Golubovych in negotiation process with Dnieper government on the development of conditions of the UGA transition over the river Zbruch, its material provision, maintenance of further joint hostilities, seeking allies in the fight for statehood, etc. It is noted that negotiation with the Dnieper government of B. Martosa didn’t always succeed, because of different political orientations, not performed arrangements for cash payments. Much attention was paid to highlighting the issue of participation of the United Ukrainian troops in the offensive operation on Kyiv in August 1919, attempts to form anti-Bolshevik millitic union with the Entente countries and so on. Also shown are the main measures of the ZUNR leadership in the internal sphere in period of staying in the Kamianets-Podilskyi (July-November 1919). It is indicated that the issue of payment of daily monetary aid to Galician refugees was maintained, the activities of the local Ukrainian State University were planned to be created in the academic year 1919/1920 by the Faculty of Agriculture. In addition, it was planned to open new secondary educational institutions in the villages-Kurkivtsyah, Otrokovyi, Trostjantsi, Voronovtsi and cities-Yamopolis, Balta, China-gorod, Chernyatyn. For the training of teachers in Podolia took measures to open in the Kamianets- Podilsky teacher Institute and five seminaries and more.
