Abstract

Визначено державне регулювання інвестиційної діяльності як важливий компонент регіональної системи управління соціально-економічним розвитком. Проаналізовано існуючі підходи до оцінки соціально-економічного розвитку регіону. Узагальнено іноземний досвід механізмів реалізації державної інвестиційної політики. Запропоновано набір дієвих інструментів регулювання інвестиційної діяльності для вдосконалення механізму реалізації державної інвестиційної політики.State regulation of the investment activities as an important component of the regional management system of social and economic development is determined in the article. Many scientific works are dedicated to the research on the subject, namely the management of social and economic development through the state regulation of mechanism of attraction investments. Detailed analysis of existing publications on the given subjects does not allow saying about the completeness and finality of coverage of this topic, which generates the need for further research due to the constant changes in the legislation, borrowing the international experience of the investment policy, focusing on the integration in the European Economic Area and others. The growth of social and economic performance of the region under current conditions is impossible without such economic category, as an investment. Investment activity is one of the directions of the growth of fixed assets and production capacities of the national economy by using innovative technologies that promotes an increase in financial and economic indicators and solving of certain social problems of the population. Due to the activation of investment processes and targeting the major investment inflows in certain regions, the state can adjust the level of social and economic development by regulating the differentiation in their development. The article aims to the improvement of the existing approaches to the management systems of social and economic development through the state regulation mechanism of attraction investments by improving state investment policy. State regulation of the investment activity is an important component of the regional management systems social and economic development through the effective mechanism of attraction investments and creating favorable conditions for doing business in the region because the main purpose of the state is balanced social and economic development of all its units. Development and improving the mechanism of attracting investments takes an important place in the programs and policies of social and economic development not only for a particular region but for the whole state. Current approaches to assessing the social and economic development of the region have been analyzed in the article. Author has allocated the general features and substantiated a need for further research due to the constant changes in the current economic conditions. The Foreign experience of mechanisms of implementation state investment policy has been summarized. Set of effective regulatory tools of investment activity to improve the mechanism of implementation of state investment policy has been proposed. In the article emphasized that the essence of state investment policy consists of a focused, research-based activities of public authorities to attract investment and the productive use of resources which aims to solve certain regional social and economic problems and, as a result, improving financial and economic indicators and living standards at the level of a particular region and the entire state. Therefore, the state needs to create favorable conditions for investment activities and improve the system of investment while maximizing the beneficial effects not only for society but for investors in the first place.
