Державне регулювання конкурентоспроможності закладів освіти України

Abstract

Дисертація спрямована на вирішення науково-прикладної проблеми, що полягає в теоретико-методологічному обґрунтуванні формування комплексного механізму державного регулювання конкурентоспроможності закладів освіти України в умовах глобалізаційних викликів та євроінтеграційних процесів і розробці рекомендацій для оптимізації існуючих регуляторних практик. Актуальність дослідження зумовлена зростанням конкуренції серед освітніх установ, необхідністю адаптації до сучасних вимог ринку праці та вдосконалення системи управління освітньою сферою у відповідності до європейських стандартів. У роботі розкрито теоретико-методологічні засади дослідження конкурентоспроможності освітніх установ, визначено її ключові фактори, структурні елементи та зв’язки з соціально-економічними процесами розвитку країни. Обґрунтовано особливості державного регулювання у сфері освіти, включаючи правові, економічні та адміністративні аспекти, що впливають на конкурентоспроможність закладів освіти. Сформовано комплексний механізм державного регулювання конкурентоспроможності освітніх закладів, що включає бюджетні механізми фінансування, державні стандарти як інструмент регулювання якості, а також регулювання змістовної складової освітнього процесу з урахуванням глобальних викликів та мобільності знань. Проведено комплексний аналіз конкурентоспроможності освітніх закладів України, охоплюючи міждержавний, міжрегіональний та міжінституційний виміри, що дозволило оцінити ефективність застосування чинних механізмів державного регулювання та виявити основні проблеми і тенденції їх розвитку. Запропоновано стратегічні пріоритети забезпечення конкурентоспроможності закладів освіти, зокрема через імплементацію міжнародних практик, гармонізацію освітнього законодавства України з європейськими стандартами, інтеграцію сучасних інформаційно-комунікаційних технологій та розбудову публічної політики у сфері освіти в умовах децентралізації. Доведено, що ефективність державного регулювання конкурентоспроможності освітніх закладів значною мірою залежить від здатності до адаптації до динамічних змін глобального освітнього простору, розвитку державно-приватного партнерства, оптимізації фінансування та вдосконалення механізмів оцінювання якості освіти. The dissertation aims to solve a scientific and applied problem, which consists in the theoretical and methodological justification of the formation of a comprehensive mechanism for state regulation of the competitiveness of educational institutions in Ukraine in the context of globalization challenges and European integration processes, and the development of recommendations for optimizing existing regulatory practices. The relevance of the study is determined by the growing competition among educational institutions, the need to adapt to modern labor market requirements, and the improvement of the education management system in accordance with European standards. The work reveals the theoretical and methodological foundations of researching the competitiveness of educational institutions, identifies its key factors, structural elements, and links with the socio-economic processes of the country's development. It substantiates the peculiarities of state regulation in the field of education, including legal, economic, and administrative aspects that affect the competitiveness of educational institutions. A comprehensive mechanism for state regulation of the competitiveness of educational institutions has been developed, including budgetary financing mechanisms, state standards as a tool for quality regulation, and regulation of the content component of the educational process, taking into account global challenges and the mobility of knowledge. A comprehensive analysis of the competitiveness of Ukrainian educational institutions has been conducted, covering inter-state, inter-regional, and inter-institutional dimensions, which has made it possible to assess the effectiveness of the current state regulation mechanisms and identify the main problems and trends in their development. Strategic priorities for ensuring the competitiveness of educational institutions are proposed, in particular through the implementation of international practices, the harmonization of Ukrainian educational legislation with European standards, the integration of modern information and communication technologies, and the development of public policy in the field of education in the context of decentralization. It has been proven that the effectiveness of state regulation of the competitiveness of educational institutions largely depends on the ability to adapt to dynamic changes in the global educational space, the development of public-private partnerships, the optimization of funding, and the improvement of mechanisms for assessing the quality of education.
