Abstract
Discussed the new state of prolonged congestions at major transport systems, which in a world
practice defined as traffic congestion, were studied, formalized and described as the distribution of the
specific intensity (the reciprocal of motion tension) in the 1980s and later in the works of Kharkov National
University of Construction and Architecture, the definitions of the concept of congestion and the criteria for the assessment of its states.
