Логістичний підхід до управління розвитком регіону

Abstract

Визначено перспективи застосування логістичного підходу до управління процесами ефективного використання та відтворення загального потенціалу регіону. Проведено ґрунтовний аналіз та узагальнено теоретико-методичні підходи до трактування сутності сталого розвитку регіону, що дало можливість виявити шляхи застосування логістичного підходу до управління різноманітними ресурсами на рівні регіону. Проаналізовано та узагальнено теоретичні аспекти концепції логістики. Досліджено методику логістичного управління процесами використання ресурсів з метою вирішення соціальних та економічних проблем сталого розвитку регіону. Визначено особливості формування механізму логістичного управління на регіональному рівніInstability of the economy restructuring process is particularly manifested at the regional level, causing the depletion of natural, economic and social resources of individual areas and appearance of disproportions in regional development. To implement the principles of sustainable regional development is possible due to the improvement of existing state policy mechanisms of regional development by using innovative managerial techniques. The universality of the logistics concept makes it possible to use it as a scientific basis for innovative changes in the management practices in various business areas. The aim of the article is to determine the perspectives of the logistics approach implementation to processes in the effective management usage and reproduction of the regional total potential. Furthermore, in the application of the principles of logistics management processes of resource usage is the provision of ecological security and balanced regional development. In order to achieve this aim it is necessary to conduct a thorough analysis and generalize theoretical and methodological approaches to interpreting the concept of sustainable development in the region, which will allow to detect areas of logistics approach application to management of various resources at the regional level. Having universal nature, the concept of present-day logistics serves as the scientific basis for innovative change of managerial practices in the spheres of tourism, exploitation of natural resources and waste management regulations, as well as the life – safety systems regulation of urban areas, etc. Continuous processes of resources usage within regional economical systems are the object of study of regional logistics. However, the peculiar features of the realization of mechanisms of logistic resources management in the regional dimension from the standpoint of practical implementation of sustainable, ecologically safe areas development are still insufficiently studied. It has been generalized, that constant regional development represents economically, socially and ecologically balanced development of individual areas and settlements located there, it is aimed at the formation of coherent economic, social and ecological components based on rational usage of all resources (natural, human, scientific, technical and informational etc.). Conclusions and recommendations for further research. To sum it up we should point out that, the use of logistic approach in the regulation of the use of resources at the regional level makes it possible to create an effective managerial approach for sustainable development of the region through the meeting the needs of the population in goods and services of appropriate quality and quantity, while preserving the environment and minimization of social expenses. The following objectives require further improvements: the improvement of the mechanism for the regional logistics systems creation; to deepen the analysis of methodological approaches and optimization of continuous processes at different levels of economic activity; the enrichment of organizational aspects of the managerial logistics of regional development and working out practical recommendations for their implementation in accordance with the conditions of a particular region.
