Black Energy як загроза об’єктам критичної інфраструктури України

In this paper the concept of "critical infrastructure of the state" and the cyber attack Black Energy, which struck Ukrenergo in some regions of Ukraine, the airport "Borispol" and popular TV channels, are analyzed. The features of cyber attacks planned in advance, which are able to affect the economy of the nation, are highlighted and vulnerabilities of critical elements of infrastructure are shown.

In the paper was developed the assess- ment method of mass media manipulative influen- ces on public opinion. Method by means of estima- ting financial expenditures, defining goals, objec- tives and strategies for manipulating, selecting mass media and classified methods of manipulation, based on the generated databases of causes, goals of the criteria, focus groups and mass media, allows to calculate the quantitative parameters that characterize the magnitude of manipulative mass influences media on public opinion. These results are important for ensuring the cybersecurity of society in the context of information warfare.

The proposed system of cryptography key distribution refers to the cryptographic protection of information and can be used for secure cryptographic key distribution for they further use in encruption algorithm. The technical effect can be achieved by implementation of this system and the point is to exclude the possibility of cryptographic key interception during the process of key transmission between stations. This introduced cryptography key distribution system is build to solve the problem of secure keys by using quantum key distribution key distribution which is based on inviolability of laws of quantum mecanics.
