In August 1920, Ye. Konovalets terminated his service in the army of the UPR. However, he did not give up the fight for Ukrainian statehood. His activities are beginning to gain political significance. This activity was in cooperation with two Ukrainian state centers. However, he was never able to integrate into either the UPR or the ZUNR. At the end of 1920 E. Konovalets lived in Vienna, where the All-Ukrainian National Council was formed. The organization sought to unite the two national centers for the purpose of joint diplomatic activity, to reconcile the contradictions between ZUNR and UNR, and to promote national consolidation. Ye. Konovalets was invited to join the activities of the All-Ukrainian National Council. Against the backdrop of these processes, he called on the Sichovykh striltsiv elders to retain the Striletsku radu, which was to become a military-political force that would promote consolidation. However, the All-Ukrainian National Council still failed to become the organization that would reconcile the two Ukrainian state centers. In the future, this will confirm the position of Ye. Konovalets in creating a self-sufficient new force that will be able to unite the Ukrainian forces for the common purpose – the Ukrainian state. In the future, these military-political forces will become the Ukrainian Military Organization, and since 1929 the Organization of Ukrainian Nationalists.
