Громадянська активність як запорука підвищення дієздатності територіальних громад

Abstract

У статті на основі сучасної джерельної бази, зарубіжного та вітчизняного досвіду проаналізовано феномен громадянської активності як основи підвищення дієздатності територіальних громад. Автором запропоновано модель організації взаємодії органів місцевого самоврядування та органів державної виконавчої влади стосовно формування дієздатних територіальних громад в Україні, особливостями якої є цільова спрямованість комплексу механізмів взаємодії і ресурсного забезпечення на розвиток передумов громадянської активності та пов’язаного з нею громадського здоров’я територіальної громади: інформація ↔ мотиви ↔ дії та досвід ↔ соціальний діалог ↔ довіра ↔ соціальний капітал ↔ громадянська компетентність. Дієздатність територіальної громади у запропонованій моделі розглядається водночас як мета і проміжний результат у системі інших суспільно значущих результатів. Серед первинних, культурно-ціннісних чинників, які обумовлюють мотивацію індивіда до громадської активності, є повага до громадських прав та обов’язків. Саме за таких умов можлива ефективна розбудова демократичної держави в Україні, причому коли будуть ефективно організовані механізми комунікації між представниками влади та представниками громад. Також означене вимагає налагодження ефективної взаємодії між органами місцевого самоврядування та органами державної виконавчої влади, які повинні діяти узгоджено відповідно до спільних цілей.The article analyzes the phenomenon of civic activity as a basis for improving the capacity of territorial communities on the basis of modern source base, foreign and domestic experience. The author proposes a model of interaction between local governments and state executive bodies in relation to the formation of capable territorial communities in Ukraine, the features of which are the target of a set of mechanisms of interaction and resource provision for the development of civic activity and related public health of the territorial community: information ↔ motives ↔ actions and experiences ↔ social dialogue ↔ trust ↔ social capital ↔ civic competence. The capacity of the territorial community in the proposed model is considered both as a goal and an intermediate result in the system of other socially significant results. Among the primary cultural and value factors that determine an individual’s motivation for social activity is respect for public rights and responsibilities. It is under such conditions that the effective development of a democratic state in Ukraine is possible, and when the mechanisms of communication between government officials and community representatives will be effectively organized. It also requires the establishment of effective interaction between local governments and state executive bodies, which must act in concert in accordance with common goals.
