Методичні підходи до формування інформаційного забезпечення моніторингу реалізації інноваційних проектів у межах

Abstract

Однією з передумов для формування інформаційного забезпечення системи моніторингу діяльності інноваційних структур та їхніх учасників (виконавців інноваційних проектів) є встановлення зв’язку між вхідними ресурсами та вихідними результатами інноваційної діяльності в їх межах. Саме тому в статті з використанням методу кореляційно-регресійного моделювання встановлено зв’язок між структурою кошторисної вартості інноваційних проектів (ІП) та основними фінансово-економічними показниками в ході їх реалізації. Також у роботі запропоновано економіко-математичну модель розрахунку прибутку, накопиченого за період реалізації інноваційних проектів, на основі структури їхньої кошторисної вартості. Increasing the effectiveness of innovatory projects selection at the stage of their consideration and expertise is one of the main pledges of innovative infrastructure and national innovative system successful operation. The statistics of innovatory activity implementation, in particular, within the framework of innovative structures activities show that not every innovative project, which has been accepted for realization, gives desired economical social effect. That is why it is necessary the accuracy of input and output indicators planned and calculated by innovative projects initiators should be checked. First of all, it has been done through the comparison of input recourses and output results structure. This work was implemented by the experts participated in the competitive commissions concerned with the examination and selection of innovative projects mentioned above. A considerable attention was paid to the questions of innovations preparation for implementation and evaluation of the investments effectiveness directed to innovative projects realization. The most popular in these directions are the works of N. Alexandrova, O. Amosha, L. Antonyuk, N. Chuhray, L. Fedulova, V. Heyets, A. Hrechan, A. Hrynyov, N. Krasnokutska, O. Kusmin, O. Lapko, P. Pererva, Y. Shumpeter, V. Solovyov, O. Vasylenko, V. Verba, I. Volkov, S. Yahudin and others. However, there exist some elements, of innovative activity effectiveness evaluating from the point of view of input recourses and output results comparison, which have to be considered in details. It causes the investigation having been carried on, that is aimed to define the correlation between the indicators of innovative projects estimated cost and financial results obtained while the realization in the form of economical mathematical model. In order to explain the interaction effect of indicators of estimated cost of innovative projects to the main financial economical results of their activity there was used the correlation regression modeling method in the article, by the results of which there was established the interconnection between the structure of estimated cost of innovative projects and financial results of innovative enterprises activities by their realization in the form of economical mathematical model and it was got the mathematical expression of profit calculation for implementation period of innovative projects, derived from the structure of their estimated cost. The usage of this model as a target function lets check (at the stage of expertise and selection of the projects) accuracy of calculation of planned (reference) input and output rates of innovative enterprises activities by realization of innovative project and evaluate advisability of realization of this innovative project as a part of specific innovative structure. This model will give an opportunity to the initiators of realization of the innovative project to present an economical reasoning of advisability of its realization from the point of view of structure formation accuracy of project estimated cost and to the senior government of innovative structure -- to define the advisability of the project realization as a part of preferential treatment of innovative activity of this innovative structure and about an opportunity of getting target state support.
